Grass-roots medical institutions are an important part of China's medical and health service system,playing an important role in the health of urban and rural residents as "gatekeepers",as well as providing basic medical services and public health services for the broad masses of the people.They play a particularly important role in facilitating residents' access to health care and ensuring residents' health Effect.With the rapid development of China's economy and society,people's living standards have been significantly improved,and residents' health awareness and demand for medical and health services are also increasing.After years of development,public hospitals in China,especially large public medical institutions,have made considerable progress,but the service capacity of some primary medical institutions is relatively weak,which is still a long way from the people's demand for basic medical care.In recent years,the State Council has issued a series of relevant documents and policies to improve the service capacity of grass-roots medical institutions,fully demonstrating the importance of grass-roots medical institutions for residents in basic medical treatment.This paper chooses the service ability of primary medical institutions in F city as the research object,adopts the methods of literature survey,data collection,Delphi method(expert survey)and questionnaire survey,takes the content of system theory as the theoretical basis,and studies the service ability of primary medical institutions in F city combined with patient satisfaction survey.Firstly,this paper expounds the current situation of the research on the service capability of primary medical institutions at home and abroad,introduces the related concepts of primary medical institutions,service capability and the components of service capability of primary medical institutions,and clarifies the theoretical basis of this research based on system theory.Then,through the statistical data of the service situation of primary medical institutions in F city in the past five years,this paper introduces the current situation and progress of the service capacity of primary medical institutions in F city,and makes a detailed and in-depth analysis of the service capacity of primary medical institutions in F city from the basic point of view of system theory.After that,240 people were randomly selected from primary medical institutions in F city to send out questionnaires,and the results were summarized and statistically analyzed.According to the analysis results,the main problems of service ability of primary medical institutions in F city were found,including inadequate publicity of medical institutions,limited level of health technicians,inactive service attitude of medical staff,inadequate service ability of public health services,unsatisfactory medical environment of medical institutions,medical examination equipment.Inadequate equipment and standard of medical fees need to be adjusted.Finally,according to the main problems,the paper puts forward the countermeasures and suggestions to improve the service ability of primary medical institutions in F city,including actively guiding patients' understanding of primary medical services,relying on the construction of Medical Association to strengthen the construction of health personnel,improving the service attitude of medical personnel,and providing pertinence according to the health needs of the masses.Public health services,strengthening the construction of medical environment and cultural atmosphere,improving the allocation of medical equipment and strengthening the management of medical fees,etc.
