The Study On Rural Medical Security Of Shandong Province

China's rural health care system is the important part of social security system, the basic form is new rural cooperative medical system. In recent years, the promotion of the new rural cooperative medical care system to make the rural medical insurance become into the focus of the whole country. Rural medical security system is not only related to the protection of peasants health, but also to the development of the rural economy and the social stability.Since 2003 Shandong Province makes Zhaoyuan, Guangrao, Wulian, Qingzhou, Linyi, Qufu and Laoshan seven counties (cities, districts) as the pilot areas for the New Coopera- tive Medical Schem(eNCMS). In the process of the pilot work carried out, the government established management committee, and also set up handling agency and watch-dog committee. After seven years of hard work, there are 135 cities'agricultural populations, about 6439.23 take part into the NCMS, ginseng add up to 98.61%, with remarkable results. However, China's new-type rural cooperative medical care carried out for only very short time. It need a process to seize the rules and characteristics, there are still many issues not fully resolved, the task of development rural medical security system remain very arduous.First,the paper is study form the theory of the establishment of rural health care system, on the base of public goods theory, market failure theory, moral risk theory and justice theory, point out the inevitability of government intervention and how to guarantee the fairness. Then through analysis the current situation of rural medical security system, funding mechanisms, levels of assurance, government liablility and so on. After discuss the experience of domestic rural medical security system, get some experience and enlighten- ment. Finally, the author follows the discussions of the above section. Put forward that Shandong province should established flexible financing mechanism, improve the rural medical insurance compensation levels and increasing rural medical assistance to perfect rural medical security system.
