On The New Medical Cooperate Treatment System In Rural Area Of China

Citizens of the People's Republic of China have the right to material assistance from the state and society when they are old, ill or disabled. According to the stipulation above said, peasants of P.R.C. the peasants of China are entitled to medical security. In fact, rural medical security right has been in lack since the industrialized path was set. In the process of cooperation of agriculture, the system of RCMC(hereinafter referred to as RCMC) established spontaneously by peasants depending on the strength of the collective economy became stagnant and disintegrated as a result of the reform of the agricultural economic system. Consequently, medical care at one's expense again became the main form for peasants to solve medical care problems.Since the 90s, the socialist market economy system has been established in which peasants assume risks not only from market competition but also from life, leaving them disadvantaged and weak in fighting against diseases. It is essential for us to set up and improve medical security system for peasants and rebuild the system of RCMC.At present, a new-type system of RCMC is still at the trial stage, which is full of problems and difficulty. The dissertation makes a thorough discussion on the construction of the new-type system of RCMC so as to put forward several constructive proposals. The dissertation is divided into the following chapters as follows.Chapter one sets forth five stages of the history of rural cooperative, meanwhile, it interprets the old system's meanings, characteristics.Chapter two analyzes the social background of the rebuilding of the RCMC system, compared with the traditional, analyzes the new concept, content and characteristics of the new-type RCMC, and summarizes and reviews some typical viewpoints about constructing the system of RCMC.In the third part, the article put forward its own opinion on the new system after stating the theory and practice at home and abroad and holds the necessity of establishing a multilayer rural medical security system in vast countryside.Chapter four deals with some outstanding problems arising from the system of new-type RCMC, tries to put forward some principles and ideas for setting up the system.The author holds that multi-form RCMC system and multi-layer rural medical security system can meet with different needs from peasants, help to realize the whole-country medical security soon, help to build a new socialist countryside in an all-round way and help to build a harmonious society.
