Research On Performance Evaluation Index Of Public Hospitals In Yunnan Province

As an important part of China’s medical and health service system,public medical institutions have unique public welfare requirements that are different from medical institutions in other countries: they reflect their public welfare in the process of undertaking medical diagnosis and treatment for Chinese residents.Since the 18 th National Congress of the Communist Party of my country,the General Office of the State Council,the National Health Commission and other relevant departments have continuously issued various documents on the performance evaluation of public hospitals.The document seeks to continuously improve the performance evaluation index system of public hospitals in my country,and to find a hospital performance evaluation method suitable for my country in the combination of theory and practice,and set up a hospital performance evaluation index system suitable for my country’s current economic and health conditions.In 2019,the Office of the State Council issued [2019] No.4,"Opinions of the General Office of the State Council on Strengthening the Performance Appraisal of Tertiary Public Hospitals",which mentioned that the performance evaluation can be carried out at different levels of the provincial and municipal health committees and hospitals.Different provinces and cities can set indicators for different types of public medical institutions and set their indicator weights according to the actual conditions of different provinces and cities during performance evaluation.Yunnan Province has always relied on work experience in performance evaluation and lacked theoretical guidance.In recent years,performance evaluation indicators have not obvious pertinence and fuzzy orientation.Therefore,the performance evaluation index system used this time is analyzed and verified.From this,we discover the current problems in public hospitals in Yunnan Province,and guide the healthy development of public hospitals.This paper analyzes the performance evaluation index of the "Yunnan Provincial Tertiary Public Hospital Performance Evaluation Index System" formulated by Yunnan Province in line with the province’s conditions,and combines Y Hospital’s2018 data to verify the impact of the performance evaluation index system on the development of the hospital.Based on the literature,the theoretical basis and concepts related to hospital performance evaluation,and the performance evaluation related policies issued in my country in recent years,this paper finds that the performance evaluation indicators at the national level in my country are universal,with high short-term effects and a relatively large financial indicator.It does not target every province or city;Yunnan Province has always relied on work experience in performance evaluation,and its indicator orientation is vague and not pertinent.In the analysis and research of "The Performance Evaluation Index System of Three-level Public Hospitals in Yunnan Province",Yunnan Province developed the performance evaluation index setting according to its own actual situation and calculated its index weights,and found that the current performance evaluation index emphasizes medical quality and safety.Reduce medical expenses,control unreasonable cost growth,ensure balance of income and expenditure,provide patients with a satisfactory medical environment,realize humanistic care,and promote the healthy development of the hospital.After substituting the data of Y hospital for verification,it is found that it is superior in drug use and personnel structure convenience,but its electronic and information level is low,medical quality still needs to be strengthened,medical staff needs to reduce the burden reasonably,financial status and the hospital’s sustainable development Capabilities need to be strengthened.The performance evaluation of tertiary public hospitals is to guide the hospital to develop healthily in the direction of providing high-quality,low-cost medical services to local residents and controlling unreasonable cost growth.The performance evaluation of public hospitals in my country has been carried out for 50 years.The continuous research and personal practice of scholars have promoted the development of performance evaluation in my country.The performance evaluation of Yunnan Province has also made progress in discovering and solving problems.When setting the performance evaluation indicators for tertiary public hospitals in Yunnan Province,the province’s medical and economic conditions are relatively backward,focusing on medical quality and safety,and medical resource efficiency to ensure that hospitals can provide local residents with high-quality,low-cost medical services.Medical services: Control the unreasonable growth of medical expenses and alleviate the problem of "expensive medical care" through the evaluation of costs and economic conditions.It reflects the public welfare of public medical institutions;it also reminds provinces and cities that the performance evaluation index setting of hospitals cannot be copied,and targeted hospital performance evaluation should be combined with the actual conditions of the provinces and cities to promote the healthy development of public medical institutions.However,due to actual conditions,this article only uses Y hospital’s 2018 data to verify the performance evaluation index system,so it is impossible to determine the impact of long-term use of the public hospital performance evaluation index system.It takes longer and more data to verify.
