After medical reform many kinds of medical establishment coexist, meanwhile our country still giving an insufficient input in medical and health services. For the purpose of alleviating the difficulty in seeing doctors, selected units for experiments in public hospitals reforming are setting in16cities and300countries all over our country. As the main part of our country’s medical service system, the administrative situation of public hospitals has attracted extensive attention from all circles of society during the reforming. It is good for improving the management to establish the system of performance evaluation in public hospitals and for representing the public, also for stimulating the motivation of medical workers and improving the serving level. However, it becomes a key issue how to establish a reasonable efficient practical and normative performance evaluation system according to their own characteristics.This paper studies on the performance evaluation system of public hospitals and it includes seven parts:First, it explains the background and theoretical and practical significance of the study, and concludes the basic methods and status quo of performance evaluation practicing in foreign countries, and sums up our country’s scholars’ results in the research of performance evaluation, building of evaluation indicators, applying of evaluation results and others. Second, it states the rationale and related theories of performance evaluation of public hospitals, with the support of the methods in AHP and fuzzy comprehensive evaluation. Third, it reviews the course that performance evaluation system is imported to public hospitals, summarizes the basic situation of performance evaluation of public hospitals, and sums up the problems and the cause in the main performance evaluation, methods, content and application of evaluation results. And in the fourth part, the paper tries to rebuild performance evaluation system in public hospitals. In accordance with the guiding ideology and basic principles of index system’s construction, using the fuzzy AHP method to construct the analytic hierarchy, selecting indicators of the weight assignment, in order to build and use the index system to analyses the results. Fifth, after the theoretical studies, the paper builds a performance evaluation index system used in one of the public hospitals in Heilongjiang Province to have an empirical test. Sixth, the paper puts forward specific measures according to the above study to guarantee the promotion of public hospitals, the paper points out that public hospitals should give full consideration to the problems which may encounter in performance evaluation. And attentions should be paid to properly handle the various issues and to improve the performance evaluation of public hospitals. At the last part of the paper is the conclusions, which are some basic conclusions and problems that need to be further studied, and some gaps in study.
