The development history of human civilization is the history of constantly encountering risks,coping with risks,and overcoming risks.Taking effective measures to reduce the possibility of risks and the impact of risks is an eternal topic in human society.In the process of economic and social construction,our country has been constantly suffering from various natural disasters and accidents.However,in recent years,the frequency of public health emergencies represented by infectious disease epidemics has been on the rise and the scope of influence has gradually expanded.Every public health emergency is a test of our country’s emergency management capabilities.In the process of responding to public health emergencies in our country,emergency work at the community level has played a very important role.Community emergency management has multiple participants,we must ensure that each participant can give full play to its own advantages and fully participate in related work,so we can effectively respond to emergencies and improve community emergency management capabilities;and public health emergencies represented by infectious diseases incidents have the characteristics of rapid spread and wide spread.In the face of this type of incident,no one can stay out of the matter.Therefore,residents,as one of the important subjects of community life,should actively participate in it.However,in the process of practice,there are always problems of residents’ indifferent attitude towards participation,low participation of residents,and poor participation effects.Through research,it is found that many residents have a high willingness to participate.Why does the willingness to participate fail to bring about effective participation behaviors?What factors affect residents’ participation behavior? In order to explore the above problems,this article focuses on the status quo of residents’ participation in the emergency management of public health emergencies in the community,and conducts related research.On the basis of clarifying the concepts related to residents’ participation in the management of public health emergencies in the community,this article takes residents’ participation attitude as the starting point for analysis,and finally settles on residents’ participation behavior.In the analysis process,the 4R theory of crisis management is used to determine the content of residents’ participation.The public participation ladder theory is used to reflect the degree of residents’ participation.In order to truly reflect the current residents’ participation in the management of public health emergencies in the community,the author conducted field investigations in the D community in C city,and learned about the overall participation of residents in the D community through questionnaire surveys and interviews.After analysis,it is found that although residents have a relatively high willingness to participate in the management of public health emergencies in the community,there are still problems in the specific participation process,such as insufficient awareness,poor participation effects,and external factors restricting their participation behavior.The reason for the problem lies in the habit of the residents’ past participation mode,lack of related capabilities,imperfect construction of related systems,and the staged nature of the emergency management atmosphere.In response to the above problems,according to Lewin’s behavioral formula,four suggestions are made from two aspects: situational factors and personal factors.The government and community should improve the mechanism construction of residents’ participation,create a community emergency management cultural atmosphere,and the residents should establish a correct understanding of public health emergencies management and improve their ability to participate in the management of public health emergencies in the community,wish these four suggestions could help residents achieve good participation effects.
