Study On The Evaluation Of Implementation Effect Of Hierarchical Diagnosis And Treatment System In Shanghai

At present,the contradiction between the limited medical and health resources and the increasing demand for medical and health services of the people is becoming more and more difficult.On September 11,2015,the General Office of the State Council issued the Guiding Opinions on Promoting the Construction of Hierarchical Diagnosis and Treatment System,which provides guidance for the exploration and treatment of Hierarchical Diagnosis and Treatment System in various places.Different places have adopted different measures based on local advantages and characteristics to promote the landing of Hierarchical Diagnosis and Treatment System.As one of the first pioneering areas to carry out the Hierarchical Diagnosis and Treatment System in China,Shanghai began to explore the Family Doctor Contract System early in 2011,which laid a good foundation for the landing of the Hierarchical Diagnosis and Treatment System in Shanghai.With the advance of the trial of the Hierarchical Diagnosis and Treatment System,it is necessary to evaluate the implementation effect of this practice mode,to summarize the results,identify problems,and make suggestions for improvement,in order to promote the improvement of China’s Hierarchical Diagnosis and Treatment System and meet the medical needs of the masses.Therefore,it is of great practical significance to evaluate the implementation effect of the Hierarchical Diagnosis and Treatment System.On the basis of documents and relevant data of statistical yearbook,this paper selects Shanghai as a typical case.Firstly,this paper firstly studies the operation of the Hierarchical Diagnosis and Treatment System in Shanghai based on policy literature;Based on the analysis framework of public policy evaluation,the implementation effect evaluation index system of Hierarchical Diagnosis and Treatment System is constructed and the weight of each index is determined by the Analytic Hierarchy Process;through empirical research to obtain the relevant data on the evaluation of the implementationeffect of the Hierarchical Diagnosis and Treatment System,and based on fuzzy comprehensive evaluation method to evaluate the implementation effect of the Hierarchical Diagnosis and Treatment System in Shanghai;This paper analyses the problems and causes of the current Hierarchical Diagnosis and Treatment System in Shanghai,such as insufficient capacity of primary hospitals,poor referral mechanism,and the need to improve information construction,and then puts forward countermeasures and suggestions to improve the Hierarchical Diagnosis and Treatment System in Shanghai from three perspectives of optimizing system formulation,improving system implementation and improving system supervision.The innovation of this paper is lies in using the combination of qualitative and quantitative methods to evaluate the implementation effect of the Hierarchical Diagnosis and Treatment System in Shanghai,which makes the evaluation results more objective,reliable and effective.It can help the system makers to find out the problems existing in the implementation process,and take measures to correct deviations,which also provides some reference value for future academic research.
