| The reform of healthcare system in our country has been more than30years since the reform and opening. In healthcare system, hospitals are connected to government, medical care, medicine supply, community health and citizens, and many reform policies have to be implemented by hospitals. As a principle part of the medical system in our country, the reform of public hospitals is the core issue of healthcare reform. However, in healthcare reform these years, because of insufficient government investment, lagging management system, unreasonable compensation mechanism and poor regulation, the public welfare nature of public hospital desalinates with chasing for profit and making medical services less affordable and accessible to all citizens.At present, the direction and principle of the new medical reform is to establish universal basic medical and healthcare system, and the maintenance and realization of the public welfare goal guarantees realizing the objective of the reform. As related policies and corresponding supporting measures implemented, how to improve the input mechanism and transform of the mode of input is a huge problem in the process of the reform. Research on the reform of public hospital compensation mechanism after the elimination of the profits form medicine sales has a profound significance to current healthcare reform.This article analyzes the reform of public hospital compensation mechanism from the perspective of society, hospitals and patients. We hope to provide a theoretical basis for the optimization and further promotion of the reform, and provide references for deepening the reform of public hospitals, finally change the "profiteering from the sales of prescription drugs" mode.This article is mainly divided into six parts, on the basis of the background of the current reform of healthcare system, part1consummates that our country’s public hospital compensation mechanism is of great importance and urgency. This research has a strong theoretical and practical significance. Part2mainly introduces the concept and classification as well as the historical evolution of public hospital compensation mechanism. Part3 describes the status quo of our country’s public hospital compensation mechanism reform from the aspect of total health expenses and public hospitals’ revenue and expenditure structure, and reveals the main problems of the current public hospital compensation mechanism. Part4expounds models of the hospital compensation mechanism in Britain, the United States, Germany and Singapore and analyzes the experience enlightenment to our country. Part5analyzes the influence on medical expenses from our country’s public hospital compensation mechanism reform, concludes that the government’s compensation to hospital significantly inhibits medical expenses per capita, and also proves that we should continue intensifying the government subsidies for public hospital. Part6puts forward policy suggestions from levels of compensation, compensation means, compensation channels, health care system and hospital information construction to perfect the public hospital compensation mechanism. |
