A Study On The Multi-supply Of Combination Of Medical Care And Health Services For The Elderly In Ya’an

With the coming of the population ageing,the traditional mode of providing for the aged has not adapted to the huge market demand for providing for the aged,and in order to meet the increasing demand for providing for the aged,in 2013,the State Council proposed to vigorously develop the service model of combining medical care with old-age care and launched the construction of pilot cities nationwide.In order to promote the development of the service model of combination of medical care and health in China,and to enrich the research perspective of the regional practice model of combining medical care with old-age care in China,this paper selected Ya’an,one of the first pilot cities of combination of medical care and health,taking the construction of the pilot city of the combination of medical care and health in this city as a case,combining the concepts of the combination of medical care and health and the successful aging,based on the theory of public goods and the theory of welfare pluralism,starting from the service providers and on the basis of field investigation,based on the interviews with the staff of the relevant units and institutions,the paper analyzes and studies the multiple supply of the medical care and old-age service in the city.This paper first analyzes the multiple subjects of the supply of medical care combined with old-age service,and analyzes the roles and relationships of the subjects from the three levels of government,market and society,on the basis of studying the current situation of the pilot city of combination of medical care and health in Ya’an,through investigation and interviews,it is found that there are mainly three problems in the diversified provision of medical care with old-age care services in the city: First,because of the inaccurate positioning of the responsibilities of government departments,in the combination of medical care and old-age Care Services,too much direct participation and lack of contact with the market and society,resulting in a single service,social supplement is not obvious,the service supply system is not scientific;Secondly,the traditional government-led combination of medical care failed to play the role of the market and society,there are problems such as imperfect financing mechanism,inefficient use of resources,and insufficient policy effectiveness Third,due to the security mechanism is not perfect restrict the city’s medical care combined with the further development of old-age services.Through the analysis of the causes of the problems,the article points out that in the welfare pluralism system,government departments play an important role that can not be ignored,transforming the government’s functions from the traditional leading service supply to the leading one,and guiding the market and society to participate in the supply of the combined medical care and old-age service by promoting the market operation of the combined medical care and old-age service,to construct a more effective and diversified supply system of medical care combined with old-age care,at the same time,by improving the medical security mechanism,actively exploring the long-term care insurance system,perfecting the talent supply security system and so on,and improving the multiple supply security mechanism of the medical care combined with the old-age care service,and by strengthening the social participation of the old-age group,promote the value of old age,achieve successful aging and so on.The problem of providing for the aged is an important livelihood issue for the country,society and every family.To explore and study the situation of diversified provision of medical care and old-age care services in Ya’an can not only help the city to carry out the pilot construction of combination of medical care and health services more quickly and better,it can also enrich the research system of combining medical care with old-age care,promote the development of old-age care in all directions and at many levels,make the old-age group have a higher quality of old-age life,and enhance the value of old-age life.
