Research On Existing Situations Of Medical-pension Combined Service Supply Capacity Of Primary Health Care Institutions

In recent years,the national level has responded to the rapidly aging trend in domestic,accelerated the combination of health care resource and pension resource to satisfy the special elderly like very elderly and disabled elderly people's healthcare and pension service requirements.In this background,different regions explores the realistic meaning of medical-pension combined service from actively responding to aging population,highlighting functional positioning of Primary health care institutions,and improving insufficient supply capacity of medical-pension combined service,and extending the service to pension institutions,communities and families.Besides,the medical-pension combined service is promoted to realize mutual integration and improvements with social pension resources,thereby effectively satisfying the elderly people's demands for medical nursing and finally improving the pension service level of the whole society.This research,with the background of the country's promoting the development of medical-pension combined service,proposes items of medicalpension combined service supply capacity by employing literature review and in-depth interview.Cross-sectional survey is conducted on 10 community health service centers in Huangpu District,Shanghai to grasp demographic characteristics,resource inputs,service efficiency and other data in the jurisdiction.Descriptive statistical method is adopted to analyze the institutional,community and household medical-pension combined service supply capacity that the region's community health service centers.While obtaining the efficiencies including increasingly highlighting public interest of community health service,diversified and effective service forms and reasonable structure of health care staffs' age and educational background,it also identifies some problems,e.g.,low use efficiency of beds in community health center and unreasonable human resources allocations,etc.The main reasons include insufficient supply capacity of service bodies,impact of existing systems on service supply and non-establishment of fundraising and payment system,etc.The research,with a case study on community health service centers in Huangpu District,Shanghai,analyzes the current situations and existing difficulties,as well as reasons for gap between service supply capacity and government's goal setting.It puts forward the quantity,quality and treatment of service bodies,strengthens government responsibilities and promoting relevant systems and explores medicare payment and long-term nursing insurance system,thereby providing scientific basis and suggestions for promoting medicalpension combined service model.
