With the development of China’s economy and society,the medical and health undertakings have made great progress.Under the background of medical reform,"public welfare" has been placed in a prominent position in the development of public hospitals.With the implementation of medical reform policies,such as zero price difference for drugs,significantly reduced inspection fees for large equipment,and medical insurance intervention,how to effectively reform the salary management of medical workers in public hospitals and make it more scientific,rational and institutionalized has become a central research topic in the reform of public hospitals.This paper takes C hospital as the object of study.Based on the salary literature research,it analyzes the staff distribution,salary management status and achievements of C hospital under the background of medical reform.Secondly,combined with the health policy implementation,income structure,compensation for public hospital hospital orientation,the influence of medical service and medical resource allocation,on the basis of the theory of distribution according to work and by allocation of factor of production,human capital theory,fair theory,through the survey method,literature research,case study method,to reform under the background of C hospital compensation management present situation has carried on the comprehensive investigation and study.Through the research,it is found that under the background of medical reform in Hospital C,there are unreasonable salary source ratio of medical personnel,the salary structure of the hospital does not clearly reflect the value of compulsory technology,the performance appraisal system is difficult to play an incentive role,and the performance appraisal index cannot reflect the public welfare requirements of the policy on medical reform.By combing the C hospitals above problem research fruit,causation,and through the study of other hospitals in our country outstanding compensation reform experience and reference,combined with the actual,put forward under the background of the health reform for C hospital compensation management of effective measures,it is a source of compensation for medical personnel to improve the adjustment,adhere to the policy principles to reduce the burden unnecessary,controled the hospital cost from income to outcome;Secondly,based on the characteristics of the medical industry,a compensation system for the value of medical technology should be developed.Meanwhile,additional items should be added on the basis of the original compensation system to supplement and improve the compensation structure.The third is to optimize the performance evaluation indicators,and enhance the incentive effect of the whole performance evaluation system of medical staff by differentiating and quantifying the indicators.Fourth,follow the standards of medical insurance payment stipulated in the medical reform standards,optimize and improve the public welfare incentive indicators for medical personnel assessment,and comprehensively enhance the public welfare assessment system combine quaulifying the indicatoy scientifically and improving the assess method,standard and result to utlize.While promoting the development of C hospital itself,it can provide effective reference for other public hospitals to improve the salary management of public hospitals under the background of the new medical and health system reform. |
