Research On Intangible Assets Management Index System Of Public Hospital Based On Triple Helix Model

With the implementation of the Healthy China Strategy in the 19 th National Congress,the deepening reform of the medical and health system has entered the deep water area.Strengthening the transformation of hospital scientific and technological achievements and improving the modern hospital management system are the focus of public hospital reform.As a follow-up form of scientific and technological achievements,intangible assets are the core assets of public hospitals.Strengthening the management of intangible assets is the key content for realizing the modern management of hospitals and promoting the transformation of hospital scientific and technological achievements.It clarifies the intangible assets management indicators of public hospitals and systematically establishes a management system.There is no time to delay.At present,there are not many studies on the management of intangible assets in public hospitals in China,especially the research on intangible assets management of hospitals from the perspective of promoting the transformation of hospital scientific and technological achievements.To this end,this paper focuses on the basic connotation of the transformation of intangible assets and scientific and technological achievements in public hospitals,draws on the theory of three spiral innovations,and absorbs the basic theories of public product theory,information asymmetry theory,property rights theory,and the policy of transforming China’s intangible assets and scientific and technological achievements.The regulations use the method of literature research,depth interviews and questionnaires to design and revise the intangible assets management index system and index weights of public hospitals to promote the transformation of scientific and technological achievements.At the same time,case analysis and field investigation methods are adopted.As an analysis basis,the intangible assets management index system of public hospitals conducts on-the-spot investigations on CM hospitals,and deeply analyzes the problems existing in the management of intangible assets of the hospital,and puts forward specific suggestions.This paper constructs an intangible asset management index system for public hospitals based on the three-helix model,which promotes the transformation of scientific and technological achievements,and has three basic dimensions,nine first-level indicators and31 second-level indicators.The index design and weight distribution fully consider the specific management requirements of hospital intangible assets under the three-helix mode and the relationship between hospitals and governments and enterprises.Based on the case analysis of CM hospitals,the paper puts forward relevant suggestions.The main innovations of this paper are:(1)expanding the definition of hospital intangible assets and management;(2)drawing on the theory of transplanted triple helix model,and constructing a new public hospital intangible asset management index system based on practicality.
