Study On The Assessment Of Military Hospital Comprehensive Assets

This research starts with the basic theory of the conception and characteristic of asset, intangible asset, asset estimation, etc. The research integrates the Delphi, the Analytic Hierarchy Process (AHP) and the allocation effect analysis DEA method, to research on the micro-structure of the military's assets. The research also set up a comparably scientific, objective, systematic comprehensive effectiveness estimate index system of the military hospital assets.This thesis is composed of 4 parts: The first part is about the conception and the characteristic of the assets. This part also expounds the status of the synthesize assets especially the incorporeal asset. The second part expounds the study of military hospital's tangible assets micro-structure and the on-the-spot study of 7 military central hospitals which we had surveyed. The third part expounds the study methods of the military hospital's incorporeal asset and the on-the-spot study of 1 military hospital and 1 civilian hospital which is in the same scale of the military one. The forth part is on the basis of the conclusion of the three parts before. This part discussed the problems in the management and estimate of the composed assets of military hospital and raised corresponding suggests.Because there is still much indistinct understanding of the relationship between tangible assets, intangible asset and effect of the hospital, this obscure the construction and development of the hospital a lot. As a result, from the point of view of the whole hospital and the internal hospital, this research researches on the state of input facts, sets up a rational comprehensive asset accessment program, establishes an effective scale scheme. This has an important meaning towards the hospital development which could optimize the assets utilizement and inhance the utilizing efficiency.The study based on the science system theory, using several kinds of accessing program to access military hospital comprehensive assets. Through the computing of compatibility and discrepancy, we chose the best presentive optimizing program from several backup programs. This will make the result of the accessment more scientific and objective. Tis research uses DEA method to apply in the accessment of military hospital comprehensive assets. Through the analysis of every DMU efficiency and loose variable quality, we could compute whether or not the hospital comeing to the optimizing status of in-put-out-put. Acording to the theory of DEA method, coputing the disparity between the fact number and the standard number could point out the insufficient parts and analise the development status of military comprehensive hospital. At the same time, the research applies the whole accessing method in the intangible asset and makes a contrct analisis of military hospital and civial hospital. In the end, the study proposes the policy suggestion to the question. Data used in this study includes the investigation material of earlier period by total topic, data of investigation of medical service in 7 comprehensive hospitals, which are named a, b, c, d, e, f, and g. Related data collected during 2002 to 2004 were analyzed of the allocation of the health resource and the utility of it. And the data used in the on-the-spot study of the incorporeal asset's estimate and management is the investigation material of 1 military hospital and 1 civilian hospital which is in the same scale of the military one during 2002 to 2004. Researching the hospital's tangible assets, we choused 6 ways of estimating the assets, including the AHP, DEA and so on. Researching the hospital's incorporeal asset, we choused 5 ways of estimating the asset, including the market method, the cost-reset method, the whole-estimate method and so on.The terminal aim of this research is to scientically allocate all kinds of the health resource the hospital poccess such as human resource, financial resource, material resource, incorporate assets and so on. The research also aims to establish scientifically and rationally scale of hospital comparable assets, to establish sustainable growth mentality, to strengthen the cultural construction and to promote the science development. It could also inhance the hospital's military effect, economic effect and social effect.
