Study On The Present Situation And Problems Of The Implementation Of Health Poverty Alleviation Policy

Poverty caused by illness and returning to poverty is an obstacle in the way to get rid of poverty.Health poverty alleviation is an important measure to solve the problem that it is difficult and expensive for poor people to see a doctor,and to achieve basic medical security for everyone,and it is a key move to win the battle against poverty.Since the state proposed the implementation of the health poverty alleviation project in 2016,Daiyue District of Taian City has made precise and comprehensive efforts in medical security,special treatment of serious diseases,contract services for chronic diseases,and the improvement of the capacity of grass-roots health services.we will actively promote the implementation of various policies and measuresfor health poverty alleviation,so that the health literacy of the poor in the region will continueto improve,and their sense of health achievement,well-being and quality of life are getting higher and higher.The implementation effect of health poverty alleviation policy depends on the specific practice of poverty-stricken areas.Based on the field investigation in Daiyue District for more thanthree months,this paper makes a systematic study on the current situation of health poverty,policy system and implementation of health poverty alleviation in Daiyue District by comprehensively using the methods of literature research,field investigation and statistical analysis.Taking the four towns with heavy poverty alleviation tasks in Daiyue District as the survey objects,this paper makes an in-depth understanding of the grass-roots practice effect of the health poverty alleviation policy,and evaluates the implementation effect of the health poverty alleviation policy.this paper deeply discusses the problems and causes in the process of implementation,and on this basis,puts forward the countermeasures to improve the implementation effect of the health poverty alleviation policy in Daiyue District.The results of the questionnaire survey show that poor patients have high awareness and satisfaction with health poverty alleviation policies.the implementation of health poverty alleviation policy has a significant effect on improving poor patients’ health status,poverty status,health awareness,medical and health service capacity and health environment in poor areas.At the same time,poor patients still do not have a deep understanding of health poverty alleviation policies and their satisfaction is not high enough.Satisfaction with medical expenses and public health environment is relatively low,especially with regard to the proportion and scope of reimbursement,health service capacity of primary health care institutions,drug and inspection costs,garbage disposal,sanitary toilets,drinking water safety,air quality,etc.,which need to be further improved in the future.At the same time,there are some problems in the practice of health poverty alleviation policy at the grass-roots level,such as the policy propaganda is not accurate enough,the treatment cliff,and some policies have not been fully implemented,especially the quality of the performance service of family doctors is not high,and the contract service for chronic diseases is not fully covered.some medical institutions do not implement convenient and beneficial measures such as "diagnosis and treatment before payment".The relevant departments at the grass-roots level also face some difficulties in the process of implementing the policy,such as poor communication and coordination among relevant departments,untimely information sharing,great financial pressure on medical institutions,heavy work tasks for medical staff,frequent inspections by superiors,struggling to cope with,and so on.Overall,the implementation of the health poverty alleviation policy in Daiyue District has achieved remarkable results,the problems of difficult and expensive medical treatment for the poor have been basically solved,the goal of basic medical security has been achieved smoothly,and the level of medical and health services has been significantly improved.However,in the process of implementation,there are still some problems,such as inaccurate policy propaganda,low awareness rate of the masses,high level of medical security,moral hazard,heavy burden on grass-roots medical institutions,great financial pressure,incomplete implementation of policies,deviation in implementation effect,low level of primary medical services,poor health accessibility,poor health environment in rural areas,high health risks,weak health awareness,and health literacy to be improved.The main reasons that affect the implementation effect of health poverty alleviation are imperfect policy design,insufficient ability of sustainable development,imperfect governance system,inadequate supervision and management,imperfect financing mechanism and insufficient participation of social forces.lack of medical and health resources,uneven public health services.It is suggested that we should improve the system design,promote the sustainable development of health poverty alleviation,build a comprehensive governance system,ensure the implementation of health poverty alleviation policies,improve the medical service system,and improve the level of public health.carry out health publicity and education,improve the health literacy of the whole people to optimize the implementation of health poverty alleviation policies.
