A Study On The Implementation Status Of Healthy Poverty Alleviation In A Deeply Impoverished County In Xinjiang

Objective: Disease is one of the main reasons that lead rural residents to fall into poverty,and it is also a major challenge for the country to fully enter a well-off society.Deeply-poor areas are weak areas for poverty alleviation through health.Alleviating the incidence of poverty due to illness and returning to poverty in rural areas,the basic health rights of the rural population are guaranteed.Methods: Descriptive statistical methods were used to compare and analyze the changes in the implementation of health poverty alleviation in M County,Xinjiang from 2016 to 2018.A stratified cluster sampling method was used to select the poor population in each of the two townships in M County,Xinjiang to conduct a questionnaire survey;Multivariate linear regression model was used to analyze the main influencing factors of satisfaction with health poverty alleviation.Results: The overall poverty alleviation effect of County M was obvious.The number of poor households decreased from 44,000 to 26,000,the poverty alleviation rate reached 40.91%,the number of poor people decreased from 195,000 to 115,000,and the poverty alleviation rate reached 41.03%;It is still one of the main causes of poverty.The number of poor households due to illness accounted for 26.39% and the number of people accounted for 25.15%;the poor and the urban and rural residents had the largest number of people participating in basic medical insurance,accounting for 93.6%.The number of people is the least,accounting for only 2.2%;the rate of centralized treatment of serious illnesses,the effective management rate of chronic diseases,and the rate of inclusion of critical illness protection are all 100%;there is a shortage of high-education health personnel,and 317 college-level or higher health technicians,accounting for the total number 10.8% of the total,2619 persons with junior college education or below,89.2% of the total number;cumulative health check-ups of 113,000 poor people,100% completion rate of poor people's health check-ups;service rates of poor family doctors' contracted services have always remained 100%;The poor people have relatively high awareness of health poverty alleviation policies,of which 44.8% are very well-understood,probably accounting for 30.5%,but a quarter of the poor people do not understand the relevant policies,accounting for 24.7%;single factor analysis shows that it affects the poverty alleviation of poor people's health Factors of intention include: gender,age,education level,and income level,of which female satisfaction is higher than male,older age is higher,higher education level is lower,higher income level is higher,higher satisfaction level is higher;Multiple regression analysis revealed that the main influencing factors that affect the satisfaction of the poor in health poverty alleviation include: medical security,medical services,health management,educational level,and average annual household income.Conclusions: 1)The overall poverty alleviation effect of County M is obvious;2)"Poverty due to illness" is one of the main causes of poverty in County M;3)The method of publicizing the health poverty alleviation policy needs to be changed,and the health literacy of the villagers needs to be strengthened;4)The strength of basic medical security is greater,and the strength of commercial medical security is weak;5)Imbalanced allocation of medical resources and limited service capacity of primary medical and health institutions;6)The main factors affecting the satisfaction of poor people in County M with respect to health poverty alleviation include: medical security,medical services,health management,educational level,and average annual household income.
