Health And Poverty Alleviation Under The Multi Angle Of Welfare Research On Existing Problems And Countermeasure

In November 2015,the CPC Central Committee issued the "CPC Central Committee and State Council on winning the battle of the decision" out of poverty,poverty alleviation and development that our country has entered kenyinggutou crucial pulling village sprint.In order to ensure the successful completion of the political task of tackling poverty,we launched a multi sectoral joint guidance on health poverty alleviation in June 2016.It is to enhance the basic medical and health service in poor areas,effective measures to narrow the gap between regional medical resources,is an effective means to prevent and reduce poverty poverty caused by poverty,is the construction of medical care in rural areas welfare diversified exploration.Through the integration of policy,finance and social resources,the social rights of the poor people are guaranteed and realized.During the year of implementation of the health poverty alleviation policy,the effectiveness and problems coexist.Therefore,the analysis of the implementation of health poverty alleviation has become the original intention of solving the practical problems,helping the healthy implementation of the poverty alleviation and enriching the welfare pluralism theory.This paper uses a variety of research methods such as field research,literature collection,structural interview and theoretical analysis.On the welfare pluralism and social rights theory as the theoretical basis,through the operation status of Shanxi health focus on poverty alleviation,analyzes the existing institutional and operational problems,finally from the transformation of ideas,framework system,multiple subjects involved in material well-being and psychological welfare construction and perfecting laws and regulations,four aspects put forward relevant policy recommendations for health and poverty alleviation.The main content of this article is composed of five parts.First,the concepts of welfare pluralism,health poverty alleviation and social rights are defined.Secondly,it demonstrates the inevitability of policy implementation from the background and significance of the implementation of health poverty alleviation policy,and then summarizes the basic situation of Shanxi's health poverty alleviation project,including the background,system design,effectiveness and significance of Shanxi's health poverty alleviation.Then,from the four angles of government,Business insurance company,health care system,social organizations and individuals,the problems of health poverty alleviation are analyzed,and the reasons are analyzed.Finally,the existing problems are put forward to change the idea,strengthen the supervision system;actively build multiple subjects involved in health and poverty alleviation;in health poverty alleviation to provide equal emphasis on material well-being and psychological well-being construction;improve the relevant policies and regulations,guide the welfare pluralism main body participation proposed the four aspects of health and poverty alleviation,and ultimately promote the formation of the main health and orderly participation in poverty alleviation,improve the quality and level of health and poverty alleviation,and provide useful reference for the design of China's new social security system.
