At present,the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources have proposed to carry out arable land quality survey and monit oring work,aiming to develop arable land quality monitoring workflow,improve the c ontent of arable land quality monitoring work,apply arable land quality monitoring res ults to achieve real-time monitoring and early warning of arable land,achieve the man agement and maintenance of arable land quality at a macro level,and provide effectiv e guidance for future planning of land use and other work.However,due to the late start of farmland quality monitoring,it is difficult to grasp the relevant farmland quali ty data clearly and comprehensively,and there is still much room for improvement in farmland quality monitoring.In order to better protect farmland and ensure agricultur al development,this study will propose reasonable agricultural decisions and provide a reference basis for farmland control.As a large agricultural county,Junan County has taken the adjustment of agricult ural structure,the transformation of agricultural development,and the acceleration of a gricultural transformation and upgrading as its main lines,and has comprehensively pr omoted the standardisation of agricultural breeding,mechanisation of operations,moder ate scale,intensification of production,socialisation of services,and branding of marke ting.However,the rapid development of urbanisation will bring a series of problems t o arable land,therefore,only the basic protection of arable land quality can no longer meet the needs of the transformation and upgrading of agricultural multi-functionality in the process of urbanisation in the future,it is necessary to explore the road of tra nsformation from traditional agriculture with a single production function to urban agri culture with multi-functional composite development,so as to co-ordinate urban and ru ral development,reasonably solve the problem of arable land protection,and build a spatial planning system that meets the development needs of Jounan This will providei mportant theoretical support for the co-ordination of urban and rural development,the rational resolution of arable land protection issues and the construction of a spatial pla nning system that meets the development needs of Junan.Based on the above background,under the background of the rapid development of urban agriculture,this paper takes Junan as the research area,and selects the meth od of field research,literature research,theoretical analysis and analytic hierarchy proc ess.From the perspective of emerging modern urban agriculture,this paper analyzes t he new requirements for zoning of cultivated land quality monitoring areas under the background of industrial transformation and upgrading and the cultivation of new agric ultural models,and on this basis,analyzes the changes in cultivated land functions an d innovation drivers in Junan County,to build a cultivated land quality evaluation in dex system that conforms to the development of the times and the conditions of Juna n County,divides different types of cultivated land quality monitoring areas,and subdi vides key monitoring areas from them,so as to provide a theoretical reference for the future management and control of cultivated land functions in Junan County.The res ults of the study are as follows:(1)By sorting out the current situation of urban agriculture development in Junan County,the driving force analysis of the changes in the production function,social f unction and ecological function of cultivated land in Junan County was carried out.Ju nan County is currently committed to transforming traditional agriculture into modern urban agriculture in the process of urbanization,and realizing the transformation of ag riculture from small-scale decentralized operation to large-scale,intensive and industrial ized operation.The gap between industrial and agricultural output value,changes in ag ricultural population and policy guidance are the main driving factors for the transfor mation of cultivated land use functions.Combined with the overall planning of land u se in Junan County(2006~2020)and the development of each town in Junan County,Daokou Town,Dadian Town,Lingquan Town,Xianggou Town and Shilianzi Town were finally selected for traditional grain production cultivated land monitoring areas.Yanbin Town,Zhubian Town,Laopo Town,Fangqian Town,Banquan Town,and We ntuan Town were finally selected for the ecologically protected cultivated land monitor ing areas.Cross Road Street and Lingang Industrial Zone(Zhulu Town,Pingshang To wn,Tuanlin Town,Zhuanggang Town)were finally selected for the urban sporadic cu ltivated land ecological monitoring area.(2)To provide a new theoretical basis for zoning of cultivated land quality monit oring types from the perspective of multifunctional cultivated land.To protect cultivate d land,we should not only pay attention to protecting its quantity and quality,but als o develop a unified quality concept in which the function,quality and value of cultiva ted land are coordinated.By analyzing the connotation and requirements of multi-funct ional urban cultivated land,new insights are put forward for zoning of cultivated land quality monitoring areas,and an evaluation index system for zoning of cultivated lan d quality monitoring areas in Junan,which is in the process of rapid urbanization,is constructed.(3)According to the current ecological security pattern of Junan County,make ov erall arrangements for urban living,production and ecological land,and select appropri ate indicators to establish an evaluation index system for zoning of cultivated land qu ality monitoring areas in Junan County.Divide cultivated land quality monitoring areas and conduct corresponding evaluations.Then,combined with the future land use plan ning and cultivated land distribution in Junan County,three major cultivated land quali ty monitoring areas,namely,traditional grain production cultivated land monitoring are a,ecological protection cultivated land monitoring area,and urban sporadic cultivated l and ecological monitoring area were finally delineated.Optional monitoring area,sub-k ey monitoring area and key monitoring area,after analysis,the focus of farmland qual ity monitoring in Junan County is set in the sub-key monitoring area and key monitor ing area.Among them,the main task of the traditional grain production farmland mon itoring area is to adjust the structure,promote the process of agricultural industrializati on,and accelerate the development of modern agriculture with high added value;the main task of the ecological protection farmland monitoring area package is to integrate existing agricultural resources,promote agricultural and The rational combination of t ourism,the establishment of a new agricultural development model of "agriculture and tourism",and the development of new formats such as sightseeing and leisure agricul ture and experiential agriculture;the main task of urban sporadic farmland ecological monitoring areas is to strengthen monitoring and protection,reduce urbanization and in dustrialization For the pollution caused by arable land,integrate sporadic arable land r esources for rational distribution and configuration optimization.Based on the cultivated land quality monitoring area,this study provides a referen ce for the future cultivated land use and agricultural strategic planning and layout of J unan County,and strives to provide more guidance for the future development of urba n agriculture in Junan County from the perspective of cultivated land quality monitori ng.And draw lessons from it,so that the urban agricultural layout from the perspecti ve of multi-functional arable land will play a greater advantage.
