Study On The Calculation Of Cultivated Land Value Based On Cultivated Land Function

With the continuous expansion of urban and rural construction land,the space for agricultural and ecological land has been squeezed,the contradictions between urban,agricultural and ecological space have intensified,and the pressure on the protection of cultivated land has continued to increase.In this context,increasing people’s attention to the value and connotation of cultivated land will not only help to manage cultivated land assets on the basis of protecting cultivated land and attaching importance to functions,ensuring national food security,ecological security,and stable social development,but also for cultivated land The protection and compensation work provides a reference to realize the sustainable use of cultivated land resources.At the same time,the calculation of cultivated land value is the focus of protection of the quantity-quality-ecological "Trinity" of the cultivated land in the new period,and it is also the focus of the Ministry of Natural Resources’ implementation of cultivated land protection policies.This article determines the function of the cultivated land based on the attributes of the cultivated land,and forms a cultivated land value system based on the functional classification system of cultivated land.Based on the definition of the cultivated land value,it explores accounting methods for each value.For example,collect data by consulting the "Statistical Yearbook" and "National Agricultural Product Cost-Benefit Data Collection",and use the income reduction method to measure the production value of cultivated land.The method calculates the ecological value of cultivated land,and finally obtains the total value of cultivated land through addition,further explores the main factors affecting various values,and put forward relevant policy suggestions.The research results show that:（1）The value of cultivated land should be determined based on the function of cultivated land.Cultivated land value includes economic value composed of production value and value preservation and added value,social safety value,social propaganda value,barrier value and social security value,social value and conservation water value,recreational value,gas climate regulation value,soil formation and protection Value,ecological value of maintaining biodiversity value.The function of cultivated land determines the value of cultivated land,and the value of cultivated land comes from the function of cultivated land.（2）Different farmland values should be calculated using different methods.The total cultivated land value is composed of the sum of different cultivated land values,and there are different accounting methods for different cultivated land values.（3）from 2008 to 2017,the total unit farmland value in Shenyang has increased from 4.5 × 10⁵ yuan / hm² to 13.89 × 10⁵ yuan / hm²,and the total cultivated land value has increased from 2.74 × 10¹¹ yuan to 9.71 × 10¹¹ yuan.It is basically synchronized with the change law of the total value of cultivated land,showing an increasing trend as a whole.Among them,the economic value of unit cultivated land varies from 4.08 × 10⁵ yuan / hm² to 12.87 × 10⁵ yuan / hm²,the social value of unit cultivated land varies from 0.41 × 10⁵ yuan / hm² to 0.94 × 10⁵ yuan / hm²,and the ecological value of unit cultivated land is 0.02.× 10⁵ yuan / hm² 0.43 × 10⁵ yuan / hm².The three values present a relationship of "economic value> social value> ecological value".In the value analysis,it can also be found that the economic value of cultivated land is affected by driving factors such as market supply and demand,organic matter content;the social security value of cultivated land is directly related to crop yield,cultivated land area,and cultivated land quality,and the rural pension insurance fee affects the social security value of cultivated land;The soil formation and protection function value of cultivated land has the strongest effect on the ecological value of cultivated land,and the value of leisure and entertainment has the weakest effect on the ecological value of cultivated land.In addition,the average cultivated land value of each county（city,district）in Shenyang City within 10 years is ranked as Xinmin City> Faku County> Kangping County> Liaozhong District> Sujiatun District> Shenbei New District> Hunnan District> Yuhong District.It shows that the value of cultivated land outside the jurisdiction of Shenyang City is higher than that of Shenyang.It is recommended to pay attention to the ecological value of cultivated land and increase the compensation standard for cultivated land ecological value in Shenyang City;implement grading cultivated land compensation in different regions and establish a reasonable compensation quota and deadline system.
