Predicament And Countermeasures On The Marine Fishery Resources Protection In Zhangpu County,Fujian Province

The strategic development goal of "building a maritime power" was clearly put forward during the 18 th National Congress of the Communist Party of China.The rational development and efficient utilization of marine resources has become the highlight interest in the new era,which was named as "harmony of the sea of people".However,for a long time,the following current problems(unscientific,highly-intense marine fishing and seriously polluted marine environment)have destroyed China’s marine fishery resources,so the amount of marine fishery resources available has deteriorated.Zhangpu County is an important marine fishery base in Fujian Province and the marine fishery resources of it are facing development difficulties.Under the background of marine power and reform of ecological environment,it is critical to how to use and to protect marine fishery resources in Zhangpu County in a proper way.Literature analysis,case analysis and interview were carried onin this thesis to obtain the relevant materials of marine fishery resources in Zhangpu County.Problems and root causes of marine fishery resources protection in Zhangpu County were found out and analyzed.Accordingly strategies of optimizing marine fishery resources protection in Zhangpu County were put forward.The results showed that,firstly,the existing problems of marine fishery resources protection in Zhangpu County mainly include:(1)insufficient ability of administrative law enforcement;(2)single fishing farming structure and serious pollution in marine environment;(3)illegal fishing and confrontation against local officer enforcement;(4)difficulty in enforcing relevant laws.Secondly,the reasons for the problems were in followings,(1)insufficient investment in administrative law enforcement;(2)limited breeding management;(3)fishermen’s weak awareness of marine fishery protection;(4)insufficient flexibility in administrative punishment.Thirdly,the following countermeasures to strengthen marine fishery resources protection were put forward,(1)strengthening the construction of law enforcement teams;(2)continuously optimizing the ecological environment of marine fishery resources;(3)improving fishermen’s protection consciousness of marine fishery resources protection;(4)improving the working methods of marine fishery resources management.The conclusion in the thesis will be used as a reference to set policy for the protection and scientific management of marine fishery resources in Zhangpu County and to help Zhangpu County build an important sustainable and environmentally-friendly marine fishery base of Fujian Province.
