Recombination Evaluation Approach Of Ecological Security In Urumqi Under The Background Of Cultivated Land Balance

Cultivated land resources are non-renewable and scarce natural resources.There are many people and less land in our country,and the per capita cultivated land resources are far below the world average.As a mandatory measure,the system of cultivated land occupation and compensation balance reduces the blind occupation of cultivated land,to a certain extent,curbs the momentum of rapid loss of cultivated land,guarantees the dynamic balance of the total cultivated land,and makes outstanding contributions to the protection of cultivated land in China.However,in the practical work,the implementation of the balance of cultivated land occupation and compensation has been on the level of quantitative balance,and the phenomenon of dominance and compensation is very serious,which not only affects the quality of cultivated land but also causes a certain burden on the ecological balance.According to the CPC Central Committee and the State Council We will make decision-making arrangements,strengthen the "trinity" protection of cultivated land quantity,quality and ecology,work hard to strengthen the control and control of cultivated land,build up,encourage multi-measures to protect at the same time,take more forceful measures,and strengthen the balanced and standardized management of cultivated land occupation and compensation according to law.We will implement the strategy of storing grain on the ground and storing grain on the ground.Through the establishment of a new mechanism of occupation and compensation based on quantity and the core of production capacity to improve the balance management of cultivated land occupation and compensation;through the way of "calculating a large account",we should implement one occupation,one supplement,one dominance and one supplement,and occupy the paddy field to supplement the paddy field.We should change the way of cultivated land,strictly control the development of unused land,and protect the ecological environment.Based on the analysis of the influencing factors of land ecology in the process of implementing the balance system of cultivated land occupation and compensation,this paper constructs an evaluation index system to extract the four years of 2005,2010,2015 and 2020.The ecological level of cultivated land occupation and compensation balance in Urumqi was evaluated.In order to ensure the accuracy and authenticity of the evaluation results,combination evaluation and REA(secondary combination evaluation)were also introduced.The degree of ecological security in Urumqi in recent years is analyzed accurately.The following conclusions are drawn:(1)from 2005 to 2010,the ecological security assessment value of cultivated land occupation and compensation balance The increase is obvious,which is due to the low level of production at this stage,the lack of sufficient conditions for the level of science and technology,and the fact that the pace of urbanization is still in the early stages of the rise.Therefore,the load of land is small.(2)from 2010 to 2015,the degree of ecological security of cultivated land occupation and compensation balance decreased.The main reason is that after 2010,the expansion of cities has brought some pressure to the land,and although the treatment rate of sewage and solid waste has increased,it can not make up for the negative impact on the cultivated land ecosystem.As a result,the degree of ecological security has decreased.(3)the balance of cultivated land occupation and compensation in Urumqi.The development needs to be further strengthened,and the degree of attention paid to ecology in the process of implementing the policy of balance between occupation and compensation is not enough.The amount of cultivated land,the proportion of cultivated land,the treatment of the three wastes and the coverage rate of greening should be taken into account.In terms of farmers’ income level,we should improve the ecological security of cultivated land,increase the transformation of middle and low yield fields,and do a good job in the protection of ecological environment.
