| Since the reform and opening up,more and more arable land has been occupied,which has aroused the anxiety of the government and the public,and arable land protection has been widely concerned.Cultivated land system as a basic state policy of dynamic balance and played an important role in protecting cultivated land,hold the 1.8billion mu of arable land red line,effective guarantee the overall grain production capacity,promote the use of land resources intensive degree,make "occupy cultivated land for new construction projects" and "supplementary cultivated land" on the quantity,quality,ecological balance,improve the relationship between people.As an important automobile industry base and provincial capital city in China,Changchun covers a large area,but the per capita cultivated land is less,the reserve resources of cultivated land are insufficient,and the contradiction between man and land is increasingly serious.In order to coordinate the development of cultivated land protection and economic development,it is particularly important to balance the utilization and compensation of cultivated land in Changchun.Based on the sustainable development theory,theory of dynamic balance,relationship of person and principle,the principle of intensive management,land development theory as the foundation,through the literature material method,inductive analysis,comparative analysis,studied the problem of dynamic balance changchun city land,from changchun city land policy evolution of dynamic balance and "for" and "fill" two aspects to analyze the status quo of arable land found: From 2006 to 2020,Changchun City has implemented the balance policy of land occupation and compensation,but there are also many problems in the implementation of the policy.Main problems including cultivated land itself file data not timely update,changchun city construction land use efficiency is low,lack of regional division standard of dynamic balance of arable land,the lack of reserve cultivated land resources,waste of magnetism with single channels of supplementary cultivated land soil productivity,no strong sense of the public protect arable land,arable land,lack of follow-up management mechanism of dynamic balance.In view of these problems,this paper puts forward corresponding suggestions from the perspective of ensuring the quantity and quality of cultivated land in Changchun: Timely update the data in the arable land,their own archives,promote efficient use of construction land,points type area set up system of dynamic balance of arable land and improve increase ways of reserve cultivated land resources,expand the ways for cultivated land supplement,secondary use of cultivated land surface stripping layer soil,enhance the public protection consciousness,strengthen the regulation of supplementary cultivated land’s later. |
