| Since ancient times,Southeast Asia has been an important channel of the "maritime Silk Road".As one of the ten ASEAN countries,Brunei has established and maintained friendly exchanges with China.China and Brunei formally established diplomatic relations in 1991,and the relations between the two countries are stable.China’s "one belt, one road" initiative and the Brunei’s "2035 great aspiration" plan have the same interests, which provides a possible space for the common development of the two countries.Fisheries is a key area for Brunei’s development, and the government encourages the development of aquaculture.Under this background, studying the development of Fisheries in Brunei and the current situation of cooperation between Chinese fishery research institutions and enterprises, and analyzing the advantages, disadvantages, opportunities and threats of the development of Chinese fishery cooperation enterprises can promote the fishery cooperation between China and Brunei.Based on the China Brunei fishery cooperation project, this paper explores the direction and realization path of China Brunei fishery cooperation.Firstly, based on the theory of fishery resources management and international cooperation, this paper analyzes the development of Brunei fishery from three aspects:fishery resources, fishery development status and fishery cooperation basis. This paper holds that Brunei is rich in fishery resources, good water environment, less affected by typhoon, superior fishery development conditions and great fishery development potential. Moreover,China and Brunei have a good foundation for political, economic and cultural cooperation,so the fishery cooperation between China and Brunei has broad prospects for development.Secondly, under the favorable conditions of political, economic and cultural cooperation between China and Brunei, this paper analyzes the progress of fishery cooperation between China and Brunei by taking China Academy of Fishery Sciences and the Brunei China(Guangxi)Fishery Cooperation Demonstration Zone project undertaken by Guangxi haishitong Food Co.,Ltd,as examples.China Academy of Fishery Sciences(CAFs)is an important institution for cooperation between Brunei and China in fishery scientific research. It plays an important role in interconnection and mutually beneficial cooperation in the fields of international cooperation, joint research, platform construction, personnel training, academic exchanges and personnel training. The Brunei China(Guangxi)fishery cooperation demonstration zone project led by Haishitong Food Co.,Ltd.serves as an overseas research center Investment projects, which one responded to the national "one belt, one road " project, were the first landing project of the "Guangxi Brunei Economic Corridor",which achieved rich results.Thirdly, this paper uses SWOT-PEST analysis method to analyze the internal strengths, weaknesses, external opportunities and threats of Haishitong Food Co.,Ltd.from the political, economic, social and technological aspects. It is found that the advantages and development opportunities of Haishitong Food Co.,Ltd.are mainly concentrated in the national policy support and advanced breeding technology. On the one hand,in recent years, the national policy has encouraged the development of pelagic fishery, and Brunei government has also listed fishery as a key development area.On the other hand,Haishitong Food Co.has mature product processing business, mastered mature cage culture and product processing technology and development ability, and formed a complete industrial chain in the Cooperation Demonstration Zone, which has the advantage of product quality and safety. The disadvantages and threats of the development of Haishitong Food Co.mainly focus on the economic and social factors.Brunei has novel coronavirus pneumonia and has been in the market for a long time.In recent years,it has been running a deficit. It still has shortcomings in the local market scale, industrial capacity support, labor supply and social work efficiency. The overall business environment needs to be improved, and the new aquatic product market is severely affected by the new crown pneumonia epidemic. At the same time, the capacity of freight circulation has declined, resulting in greater pressure on goods and funds.According to the SWOT-PEST analysis model, this paper puts forward four kinds of enterprise development strategies to comprehensively control the internal advantages and disadvantages and external opportunities and threats."SO" growth strategy:Haishitong Food Co.should give full play to their internal advantages and seize the external opportunities to achieve development according to the support of relevant national policies."ST" diversification strategy: Haishitong Food Co.should respect cultural differences, strengthen cross-cultural communication, and use the advantages of enterprises to reduce external threats."WO" Turnaround Strategy: Haishitong Food Co.should take advantage of external opportunities to improve internal weaknesses, make full use of social resources, broaden financing channels, pay attention to media publicity, and improve product market recognition."WT" defensive strategy: Haishitong Food Co.should summarize the existing problems, find out the unfavorable external conditions for the development of enterprises, and pay attention to avoiding investment risks. Finally, based on the above research, the paper puts forward the following suggestions:(1)The government should improve the construction of fishery infrastructure as a way to boost the economic growth of the fishery industry, and broaden the field of fishery cooperation to achieve sustainable development of multiple industries.(2)Enterprises should actively assume social responsibility and create social benefits, while enterprises share fishing technology and optimize production methods.(3)Scientific research institutes should increase the construction of fishery reserve talent system, innovate academic exchanges and promote the improvement of academic level.Based on the above aspects,we can fully explore the potential of China-Brunei fisheries cooperation and find new directions for fisheries cooperation. |
