Based on the development status of fishery management in China,this paper used institutional economics,public choice theory,property rights theory,and external market failure as analytical tools and selected the organization system of fishery management as the main point.Analysing the evolution path of fisheries cooperatives in Taihu Lake region.First of all,according to the main body of the research,combined with the specific analytical problems,the basic facts that do not need to be proved are extracted from the production process of the fisheries cooperatives.Those assumptions are the logical basis of the full-text analysis.Secondly,it reviewed the evolution path of the development of fishery management concept,and proposed that the development of fishery management concept has gone through five stages.According to the current development stage of fishery management,the organizational system is the current research hotspot.As the starting point,taking Taihu Lake as the research area.After analyzing the survey data of the Taihu Lake area,the issue of fishery development in the Taihu Lake area can be solved by establishing a cooperative economic organization.Thirdly,it analyzed the evolution path of rural organizations in China since the founding of the country,meanwhile analyzed the organizational behavior of different stages of organization.Finally,the C-D production function was used to analyzed the development mechanism of the cooperative economic organization,and the three main factors affecting the cohesiveness of the cooperative economic organization: the degree of perfection of the resource market,the internal efficiency of the organization,and the heterogeneity of the members.According to the analysis conclusion,it was proposed that the development of the cooperatives can be optimized from the external environment and the internal management,and the cohesiveness of the cooperatives will be enhanced.In terms ofexternal environment optimization,the government needs to further improve the factor market.Second,improving the laws and regulations related to the cooperatives.Thirdly,creating an atmosphere of marketization of agricultural products,strengthening the institutionalization of marketization of agricultural products,promoting the optimal adjustment of agricultural and rural economic structures,guiding the development of advantageous industries,promoting the extension of agricultural product industrial chains,increasing the value of agricultural products and strengthening cooperative economic organizations.The internal management of the fisheries cooperatives can be considered from both internal management mechanisms and personnel training.Firstly,improving the internal management rules and regulations of the fisheries cooperatives.The fisheries cooperatives is democratically controlled by members.The establishment and development of the cooperatives must be based on scientific and strict rules and regulations.It is a normative document that binds the cooperatives and members.The formulation of the charter should be combined with the production characteristics of the cooperatives,and all members should discuss and decide,in which specific processes such as the rights and obligations of the members,the management of production,and the distribution of income,should be clarified.Improving the decision-making mechanism,the organization’s major decisions should have clear regulations,including fundraising,investment,income distribution decisions and other major issues.Establishing a standardized decision-making process,help reduce the opportunistic tendency of members,and preventing the strong members from encroaching on the interests of the disadvantaged members.The manager should improve the internal incentive mechanism,take into account fairness and efficiency,and consider reducing the “free-riding behavior” of members when there is a certain difference in economic scale.On the other hand,it pays attention to the cultivation of capable people within the cooperative economic organization,establishes a sound management personnel training mechanism,and guarantees the orderly and stable development of the fisheries cooperatives.
