At present,facing the first year of the "14th Five-Year Plan" and the realization of China’s second centennial goal,in order to realize China’s agricultural and rural modernization and PCE,effectively solve the "three rural areas" problem,and build a strong country in higher agricultural and forestry education,it is necessary to reform traditional agricultural majors,realize the optimization and upgrading of agricultural majors,and meet the society’s demand for new agricultural and forestry talents.In response to General Secretary Xi Jinping’s reply to the spirit of the national higher agricultural and forestry universities,agricultural and forestry colleges and universities should actively face new agriculture,new villages,new farmers and new ecology,accelerate the construction of new agricultural sciences,promote the innovative development of higher agricultural and forestry education,realize the construction of interdisciplinary agriculture and forestry majors,and cultivate a group of new agricultural and forestry talents who know agriculture and love agriculture and rejuvenate agriculture.Therefore,it is necessary to study the current status of the construction of new agricultural science in agricultural and forestry colleges and universities,find out the shortcomings and difficult problems of new agricultural construction,so as to better explore the higher agricultural education model with Chinese characteristics and provide Chinese programs for world agricultural education.Combined with the various policy plans since the construction of new agricultural sciences was proposed,as well as the new agricultural science construction measures of various agricultural and forestry universities,the current construction of new agricultural science is summarized,and by referring to the scoring requirements of the fifth round of discipline evaluation,the evaluation content of new agricultural science construction is constructed,and the effectiveness evaluation system of new agricultural science construction in agricultural and forestry colleges and universities with 4 goal levels and a total of 22 index levels is constructed.The top 25 agricultural and forestry universities that carried out the construction of new agricultural science and ranked in the alumni association were selected to evaluate the effectiveness of new agricultural science construction,and the weights of 22 indicators were calculated by the entropy weight method,and then the effectiveness of new agricultural science construction in 25 agricultural and forestry universities was analyzed by the Topsis optimal approximation method.It is concluded that among the four target level indicators,the weight of talent training is the largest,and the impact on the construction of new agricultural science is the largest.From the perspective of overall proximity,the overall results of the new agricultural science construction of the 25 agricultural and forestry colleges and universities are far from the optimal value of the new agricultural science construction,which is due to the short time of the emergence of the new agricultural science concept,and the construction of new agricultural science in most schools is in its infancy.Through the study of25 agricultural and forestry universities,it was found that there were only three schools in the first echelon,and the development of various indicators of this echelon school was relatively stable,which was the optimal group for the construction of new agricultural sciences.Among the 7 colleges in the second echelon,each school has different development characteristics and different development priorities,and the advantages and characteristics of each index within the echelon are obvious and stable,so it is named the advantage group;The third echelon has the most schools,and the ranking of the target layer indicators of each school within the echelon fluctuates greatly and the difference is obvious,so it is named the difference group;The fourth echelon has the fewest schools,and the ranking of each index is quite different from other echelons,but it has development potential,so it is named the potential group.From the perspective of development at the target level,the similarity of social reputation indicators is the highest,followed by scientific research indicators,and the similarity of talent training and teaching resource indicators is not much different,but both are above 0.7.From the perspective of the internal development of each index,the talent training index is the more stable development,and the indicator with the greatest difference in development is social reputation;From the perspective of development level,the current development of scientific research indicators is poor,and the best development level is the teaching resource index,the average value of which exceeds more than twice the average value of scientific research.
