Forestry Ecological Compensation Based On Farmers’ Willingness To Receive Compensation The Standard Research

Ecological compensation is an effective means to encourage farmers to participate in forestry construction.As the main stakeholders of ecological compensation,it is very important for farmers to evaluate their willingness to receive compensation to formulate and improve ecological compensation policies and to realize the effectiveness and sustainability of ecological protection.It is of great practical significance to understand and study the farmer households’ thoughts on forestry ecological compensation policy,their willingness to receive compensation and the main factors affecting their willingness to receive compensation in Hunan Province,which is conducive to the national perfection of forestry ecological compensation policy,to better consider the interests of farmers and to consolidate the effect of forestry construction.At the beginning of this paper,the meaning of forestry ecological compensation and related theoretical research are taken as the basic part of the paper,which lays the foundation for the following research.Secondly,on the premise of literature review,the standard model of forestry ecological compensation is constructed.Then implemented by means of interview and network questionnaire survey,collect yuan ling county in Hunan Xiang xi area,Yong shun,Ci li county and southern Hunan Yi zhang,Qi dong well on county,the county a total of six cities and counties in the repayment of 320 farmers,and to statistics of the farmers willingness to compensation,through the two methods of parameter estimation and parameters estimation of Hunan province and southern Hunan area forestry ecological compensation standard valuation,in order to provide a basis for Hunan province forestry ecological compensation standard of measurement and reference,perfecting Hunan forestry ecological compensation mechanism,promoting the ecological forestry sustainable development.The results show that:(1)In this paper,non-parametric estimation was adopted to calculate the annual compensation willingness of ecological compensation farmers in Xiang xi area of Hunan Province as 267.06 yuan/mu.Considering the influence of the basic characteristics of respondents,the parameter was estimated to be 224.35 yuan/mu per year after multiple linear logarithmic function regression correction.The annual compensation willingness of ecological compensation farmers in southern Hunan is 267.06 yuan/mu,and the parameter is estimated to be 212.50 yuan/mu after multiple linear logarithmic function regression correction considering the influence of the basic characteristics of respondents.There is little difference between the compensation willingness of the two,but both of them are higher than the national compensation standard.The above standard calculation results can provide a reference for the dynamic adjustment interval of forestry ecological compensation standard in Hunan Province.(2)Based on the conditional value method,in order to effectively analyze the compensation willingness of forestry ecological compensation in Hunan Province,a regression analysis was conducted on the compensation willingness of farmers based on "basic characteristics","status of forest resources","ecological cognition" and"psychological expectation" in four categories and 15 influencing factors.The empirical study shows that age,education level,family annual income,woodland area,policy awareness and government confidence have significant effects on the compensation willingness in western Hunan.The variables that have significant influence on the willingness to be compensated in southern Hunan include:family annual income,soil fertility,woodland area,attention to ecological environment,ecological environment influence and policy cognition.(3)Based on the research conclusions on the willingness of farmers to receive compensation for forestry ecological compensation in Hunan Province,and combined with the current status of forestry ecological compensation in Hunan Province,four suggestions are put forward.Firstly,the relevant policies in forestry should be improved,and the exposure of policies should be improved through television and radio and other media.Second,the differentiation of forestry ecological subsidy policies,scientific and systematic formulation of ecological compensation standards in Hunan Province;Third,to enhance the cultural quality of farmers,strengthen the masses to protect the concept of woodland;Fourth,give farmers the opportunity to appeal for interests,and enhance farmers’ willingness to afforestation and forest protection.
