Research On Forestry Industry Development Of Heilongjiang State-Owned Forest Area Under Ecological Protection Red Line

Under the policy of different periods of the state,the state-owned forest areas in Heilongjiang Province have shown different evolution trends,and selecting appropriate advantageous industries accordingly is an important and effective way to promote the sustained growth of the output value of the forestry industry in the state-owned forest areas of Heilongjiang Province and the transformation and development of the forestry industry.In 2011,the state council first proposed the term ecological red line in the Opinions on Strengthening the Key Work of Environmental Protection,and since then the ecological red line has risen to an important task of the national ecological protection strategy,aiming to protect people’s irrational development of natural resources and the use of destroyed ecosystems.In 2014,the commercial logging of natural forests in the stateowned forest areas of Heilongjiang Province was completely stopped,which marked that the state-owned forest areas in Heilongjiang Province have changed from comprehensive development and utilization to a new stage of ecological protection,and the development of forest multi-functions and the development of ecological industries have become the only way for the future development of state-owned forest areas in Heilongjiang Province.This paper systematically sorts out the relevant literature of domestic and foreign research.The ecological protection redline,state-owned forest areas,industrial development and other related concepts are clearly defined,focusing on the theory of comprehensive ecosystem management,industrial development theory,sustainable development theory and other theories related to the research in this paper to carry out a detailed analysis of the development of the forestry industry in the research area of Heilongjiang province,that is,the quantitative analysis method in the research method is used to study the development status of the forestry industry in the state-owned forest area of Heilongjiang Province,and the proposed and development of the ecological protection red line is systematically sorted out.Divided into ecological protection redline policy background analysis and Heilongjiang province ecological protection redline zoning situation;the use of relevant statistical data using statistical analysis methods to study the development status of forestry industry in Heilongjiang province state-owned forest areas,the results of the study show that between 1998 and 2020,the industrial structure of forestry in state-owned forest areas in Heilongjiang Province has undergone significant changes,of which the primary forestry industry has been completely changed from timber procurement and transportation to the planting and collection of economic forest products,and the secondary industry of forestry is wood processing and wood,bamboo,Rattan,palm and reed products manufacturing is the mainstay,and the tertiary forestry industry is still dominated by forestry tourism and leisure services.This paper further uses Eviews software to sort out the output value data of the forestry industry in the state-owned forest areas of Heilongjiang Province from 1998 to 2015,the stability test,white noise test,etc.,and the finished stable data uses the classic method of time series analysis ARIMA model to analyze the forestry industry structure of the state-owned forest areas in Heilongjiang Province,and then predicts the industrial output value.The ecological red line plays a positive role in industrial development and predicts the output value of the forestry industry in the next few years,and the future forestry industry structure of Heilongjiang Province presents a "three,one,two" model.The influencing factors affecting the development of forestry industry in state-owned forest areas in Heilongjiang Province were analyzed by using multiple linear regression analysis methods,and the results showed that forestry labor productivity and external policy environment had a positive impact on the development of forestry industry.On the basis of the above research results,the relevant policy suggestions for the industrial development of state-owned forest areas in Heilongjiang Province are proposed,first of all,the forestry industry in state-owned forest areas in Heilongjiang Province should promote the diversified development of economic forest products,and secondly,the characteristic ecological industry of state-owned forest areas in Heilongjiang Province should be formed,the import channels of forest resources should be expanded,and finally a more standardized forest area work system should be established.
