Problems in the utilization of water resources has long been favored by the state shall pay attention to,in recent years,xi jinping,general secretary of the fifth meeting of central finance leading group on "water conservation priority,space power is balanced,system management,his hands" water control idea,in the report puts forward a comprehensive conservation and recycling the water resources,the implementation of the national water conservation action,realize the water saving of production system and life cycle link.Hebei province has more people and less water,uneven spatial and temporal distribution of water resources,prominent contradiction between supply and demand,and low utilization efficiency of water resources.Among them,the proportion of agricultural irrigation water to total water consumption by up to 80%,the effective coefficient of only 0.6 agricultural irrigation,leads to the formation of a underground water level decrease year by year serious underground funnel area,due to the excessive development of groundwater resources caused a series of geological and environmental problems such as land subsidence,carry out various kinds of comprehensive governance of groundwater has become an important task of irrigation and water conservancy works.Therefore,this paper takes the relevant data of Weixian County,Hebei Province as samples to study the PPP intelligent water-saving irrigation project.Weixian county,as a pilot PPP project,has established the integrated smart water-saving and water rights trading PPP model,which effectively alleviates the plight of insufficient governance funds for grassroots governments and speeds up the governance process of groundwater overexploitation.However,there are still a series of problems in the operation process,among which,it is worth further exploring how to ensure the smooth operation of WEIxian PPP project and safeguard the interests of the three parties.Taking The PPP intelligent water-saving irrigation project in Weixian county as an example,this paper firstly analyzes the current situation of Weixian county and the reasons for introducing PPP project.Secondly,according to the PPP operation mechanism,this paper analyzes the operation effects from the perspectives of government,social capital and users,and finds that there are some problems in the operation process of the PPP intelligent water-saving irrigation project in Weixian County,such as social capital speculation and ineffective government supervision.On the basis of the wisdom of ngawi agriculture water-saving irrigation based on reputation game running efficiency is optimized,draws the following conclusions:(1)the project’s operation and quality problem affected by reputation and penalties,loss of reputation and the penalties,the greater the social capital and government violations probability is smaller,reputation mechanism should be established,in ensuring social capital and the government can also constraints of reasonable gain both irregularities,supervision mechanism,to establish a long-term contract to ensure smooth running of the PPP project.(2)the operation of the government to the project supervision should reduce regulatory costs,costs will affect the efficiency of the government to the project supervision,cost reduction can increase the number of inspection,random inspection should be taken in in the operation of the project,reduce social capital speculation,to ensure that the social capital operation in accordance with the provisions of the contract during the operation.(3)The government should strengthen social supervision.As an out-of-system supervision,it can reduce the disadvantageous situation of information asymmetry between the government and social capital,reduce the cost of government supervision over the project,improve the supervision efficiency,timely find out the problems in the operation of the project,and ensure the smooth operation of PPP project.Finally,through the above analysis,put forward the corresponding countermeasures and suggestions.The innovation points of this paper are as follows:first,it analyzes the achievements made by the interest subjects participating in the project,divides the interest subjects into the supervisor government,the supply subjects into social capital and user farmers,and finds out the problems in the operation process of PPP projects and optimizes them to ensure the normal operation of the project.Second,PPP as a means of financing,as a kind of institutional innovation to make up for the government’s failure in the supply of public goods,through the analysis of PPP operation mechanism and benefits,find out the problems in the process of operation,from the perspective of reputation,the participants how to game to achieve equilibrium.
