| Since the party’s 18th National Congress,it has clearly stated that the Party Central Committee has lifted the poor out of poverty as the bottom line for building a well-to-do society in an all-round way,and launched a nationwide battle against poverty.In order to better and faster the goal of poverty alleviation and poverty alleviation,and to achieve a goal of building a well-off society in an all-round way,in 2013,General Secretary Xi Jinping first proposed precision poverty alleviation,and then in the "Thirteenth Five-Year Plan for Poverty Alleviation",he explicitly stated that it must accurately achieve poverty alleviation and poverty alleviation and development.Accuracy,precision,accuracy,success or failure is precise.The important connotation of precision poverty alleviation is to combine the actual resource endowments of the region with the help of poverty alleviation,support for wisdom,and support for self-reliance to stimulate the self-development ability of poverty-stricken areas and poverty-stricken populations.The "blood-blooded" approach to poverty alleviation is used to replace the "transfusion-type”poverty alleviation approach.To achieve sustainable development in poor areas and poor people.It is very difficult for poverty-stricken areas to get rid of poverty.At the same time,due to its high forest coverage rate,forest land has a vast space,and it is suitable for the development of forest-rich economic resources.The under-forest economy has low input costs,low barriers to entry,and short payback periods.It is easily accepted by poor people in poverty-stricken areas,combines under-forest economic development with poverty alleviation,and promotes the intrinsic development capabilities of poverty-stricken areas and the poor through the development of under-forest economy.,is a worthwhile way to help the poor.This article is based on anti-poverty theory,sustainable livelihood theory of farmer households,and people’s livelihood forestry theory,and consults a large amount of literature,based on actual data on the status of poverty and under-forest economic development in Longyan City collected in field research.Firstly,it is based on Longyan City.The economic development of the forest and the progress of the precision poverty alleviation work were systematically reviewed.The relationship between the under-forest economic development and precision poverty alleviation in Longyan City was analyzed,and the practical effects of poverty alleviation under the different development models of the forest economy were discussed.Secondly,applying the entropy weight method and TOPSIS model to construct an evaluation index system for the effectiveness of under-forest economics for poverty alleviation in Longyan City,subdividing 13 indicators for 7 counties(districts)in Longyan City from the three dimensions of economic development,social development and ecological environment development.In 2013 and 2016,under the forest economy poverty alleviation effectiveness comprehensive effectiveness assessment.The main research findings show that:(1)The economic growth in poverty alleviating under the forest economy is significant(2)The poverty alleviation under the forest economy has achieved remarkable social progress in all counties(districts)in Longyan City;(3)The ecological effectiveness of under-forest economic poverty alleviation has been greater(4)The overall effectiveness of poverty alleviation under the forest economy has grown rapidly,but regional differences have been large.Finally,combined with the empirical research results,the paper proposes the policy optimization suggestions for the under-forest economic poverty alleviation policy:adhere to scientific planning and policy guidance,improve the poverty alleviation protection mechanism;optimize the distribution of economic development under the forest,improve the effectiveness of under-forest economic poverty alleviation,and improve the endogenous development capacity of poor communities. |
