With the rapid development of China’s civil aviation industry,air traffic control service has gradually become an important support and guarantee for the development of China’s civil aviation industry.At this stage,the total amount of civil aviation transportation flights in China shows a trend of rapid development,and the tasks of air traffic control support departments are also heavy day by day.It is imperative to change and strengthen the air traffic control management mode at this stage.Central South air traffic control center,as an air traffic control unit commanding nearly one-third of the country’s air traffic volume,complies with the development situation of air traffic control and has established preliminary performance appraisal management within the unit.However,due to the rapid development of personnel and workload,the performance appraisal at this stage can not meet the development needs.Therefore,taking the Central South air traffic control center as the research object and constructing a scientific performance appraisal index system can not only promote the performance appraisal of the Central South air traffic control center,but also promote the implementation of performance management by other air traffic control units.through the balanced scorecard model,this study forms a four-dimensional performance appraisal index framework of safety,service,internal process,growth and innovation.The fish bone diagram strategic decomposition method is used to decompose the four-dimensional strategic objectives in one step,forming a summary of four-dimensional indicators of six departments.According to the list of department functions,select the corresponding indicators to be completed by each department to form the indicators of each department.Using the methods of questionnaire and interview,form the job description of department employees,corresponding to the indicators of each department,convert the requirements of the job description into the corresponding four dimensional indicators of employees,and use the Delphi method to extract the key indicators.Finally,the weight of each index is determined by analytic hierarchy process,and the assessment standard of each index is formed by the transformation from qualitative index to quantitative index.Based on the formed performance appraisal index system,the tower control room is selected as a case study and applied in practice.Through the analysis of performance appraisal results,suggestions are put forward for the improvement of performance appraisal indexes.The paper is mainly composed of six modules.The first module is the introduction,which expounds the research background and significance,research ideas and methods,research content and framework;The second module is the core concept and theoretical basis,which expounds the concepts and theories of performance appraisal,government performance management theory,incentive theory and new public service theory,so as to provide a theoretical basis for the research on the index construction of the paper;The third module is the development mode and problem analysis of performance management of Central South air traffic control center at the present stage;The fourth module is the construction and design of performance evaluation index system of Central South air traffic control center;The fifth module is the application effect analysis of performance appraisal indicators;The sixth module is the conclusion and future prospect,which makes a brief summary and Prospect of the whole paper.
