Tourism has the characteristics of comprehensiveness, impetus, extroversion, service and economy. With the growth of China’s economic level and the improvement of people’s living standards, tourism has gradually developed into a field with very rapid growth of people’s consumption, and has also become a key industry to drive economic growth. The rapid development of tourism can greatly promote the upgrading of regional industrial structure and the development of local related industries.Transportation is the link of social and economic development and the bridge between tourism destinations and tourist sources. With the improvement of passengers’ consumption awareness and the requirements for comfortable and fast transportation modes, civil aviation transportation is becoming more and more popular. As an important strategic industry with rapid economic and social development in China,in order to promote the sustainable and healthy development of the civil aviation industry, the six departments jointly issued several opinions on promoting the integrated development of transportation and tourism(2017),and began to comprehensively and specifically promote the integrated development of tourism and civil aviation. To vigorously develop tourism,we need to improve the transportation volume, transportation specifications and transportation types,so as to promote the development of transportation towards the supply side.In 2018,the State Council issued a document to raise the height of global tourism to the national strategic level, and "tourism + aviation" is a part of the content of global tourism that can not be ignored, and has begun to receive extensive attention from the society. In recent years, red tourism has developed vigorously, and the civil aviation industry and red tourism continue to show a new trend of integration, innovation and coordinated development. The Civil Aviation Administration and the Ministry of culture and tourism jointly issued the guiding opinions on promoting the deep integration, innovation and development of civil aviation industry and red tourism(may 2021).Tourism and civil aviation interact and influence each other. The coordinated development between them affects the sustainable development of regional transportation and tourism economy.Facing this development background, this paper mainly starts from the theory of coordinated development of industrial integration, takes Sichuan Province as the research object, deeply analyzes the significance of the integrated development of tourism and civil aviation, and then obtains the corresponding theoretical framework.Adopting a combination of quantitative and qualitative research methods, firstly, based on the complexity of tourism and civil aviation system, this paper constructs a multi index comprehensive evaluation system for tourism and civil aviation, then uses entropy weighting method to evaluate the development level of tourism and civil aviation in Sichuan Province, and then constructs a coupling coordination model to calculate the development and integration of tourism and civil aviation in Sichuan Province from 2010 to 2019,Combined with the grey correlation theory, this paper studies the key indicators of the integration of tourism and civil aviation, and analyzes the factors driving the integration development of the two industries, which is mainly reflected in that the turnover of civil aviation passengers plays a greater role in the integration level, and the role of civil aviation subsystem is stronger than that of tourism subsystem. The research results can provide decision-making reference for the transformation and development of tourism and civil aviation in Sichuan Province.
