Urban underground utility tunnel can make full use of underground space,realize intensive management of underground pipelines,and solve many obstacles to urban development.At the same time,the PPP model can ease government financial pressure and make full use of the private sector’s advantages in project experience,management,and professional aspects.As a large-scale and professional infrastructure project,the urban underground utility tunnel is feasible in terms of policy,economy,technology,management,etc.,and has received widespread attention from all walks of life.Complicated,there are problems such as unequal status,asymmetry of information,and large differences in interest claims among the various parties,making the complex and difficult to control risks in the PPP project of the underground utility tunnel difficult to be difficult among the project participants,especially the main participants-private Reasonable sharing among departments.How to reasonably and effectively carry out project risk sharing is one of the urgent problems to be solved in the development of urban underground.This article focuses on how to use normative and scientific means to share the risks borne by the private sector among the subjects.First of all,A systematic analysis of the academic and policy background of the research content,private sector risk sharing needs a standardized tool—risk sharing model.In view of the shortcomings of the previous risk sharing model,based on the principle of risk sharing,this paper comprehensively considers the impact indicators of risk sharing from the four dimensions of risk bearing capacity,risk willingness,cooperation mechanism and risk attributes,and establishes a risk sharing impact indicator system.It introduces a risk sharing model.Then,relying on the PPP project of the underground comprehensive pipeline corridor in the urban area of Changchun,taking the design risk of the corridor pipeline as an example,the scientific and rationality of the risk sharing model is verified,and the risk sharing model constructed in this paper is used to determine the best bearer of risk factors in the risk list And commitment ratio.Finally,based on the research methods of complex system theory and project risk management theory,the design idea of the risk sharing scheme of underground comprehensive pipe corridor is proposed,and the risk sharing is refined and quantified layer by layer through three stages: preliminary risk sharing,comprehensive sharing and dynamic sharing Several suggestions for risk prevention measures were proposed for the private sector for reference.
