Study On The Influence Of River Chief Policy Implementation On High-Quality Economic Development

In recent years,with the rapid development of urbanization,industrial agglomeration and the continuous intensification of agricultural non-point source pollution,China’s river pollution has been deteriorating,posing a serious threat to China’s drinking water safety and sustainable social development.In the face of the increasingly serious environmental pollution problems in the process of rapid economic development,China has also been taking positive countermeasures,the intensity of environmental regulation is also increasing,but also triggered people’s thinking about the contradiction between environmental pollution and economic growth,higher intensity of environmental regulation may have an impact on high-quality economic growth,River Chief Policy（RCP）as a new type of water pollution control model,will significantly improve the level of local environmental regulation,thereby improving the efficiency of pollution control,therefore,study how it will have an impact on High-Quality Economic Development.It is of great significance to improve governance measures to balance the relationship between environmental governance and High-Quality Economic Development,and to achieve the double dividend effect between the two.Based on this,on the basis of existing research,this thesis explores the relationship between RCP and High-Quality Economic Development from the following four aspects:First,based on the five major development concepts,with reference to the existing literature,High-Quality Economic Development index system of the urban economy is constructed from the five aspects of innovation,coordination,green,openness and sharing,and the comprehensive index and sub-index of High-Quality Economic Development of 91 cities in the Yangtze River Economic Belt are calculated,and the economic quality growth trend is analyzed The second is to judge the effect and mechanism of RCP on High-Quality Economic Development through theoretical analysis,and to construct a multi-period double difference model of RCP on High-Quality Economic Development;the third is to empirically test the static effect,dynamic effect and the impact of RCP on High-Quality Economic Development through the data of 91 cities in the Yangtze River Economic Belt from 2003 to 2017;the fourth is to conduct a difference analysis.To test whether the impact of RCP in different regions of economic development is consistent.Based on the rigorous empirical results of this thesis,the following conclusions can be drawn: First,the implementation of the river chief policy has a significant positive impact on High-Quality Economic Development,but the sustainability of its impact has yet to be tested;second,RCP mainly acts on High-Quality Economic Development by forcing enterprises to innovate in technology and promote the transformation and upgrading of the regional industrial structure;third,for areas with different levels of economic development,the impact of RCP on the high-quality development of the urban economy is also different.The influence of regions with higher quality of economic development is more obvious.According to the research results of this thesis,the following possibilities are proposed:first,according to local conditions,formulate a scientific implementation mechanism for areas with different levels of economic development,and increase policy flexibility;second,the government should promote technological innovation of enterprises by reducing taxes and increasing subsidies,while optimizing the industrial layout to promote regional industrial transformation and upgrading;third,improve the relevant assessment mechanism,link environmental protection with local government performance appraisal standards,and force local governments to change the performance concept of emphasizing economy over environmental protection.To ensure that the policy can be implemented concretely;the fourth is to establish a cross-regional local government cooperation mechanism to jointly control pollution,improve the efficiency of environmental governance,and better play the effect of the policy.
