Research On Supervision Performance Evaluation And Optimization Of Rural Infrastructure Project Construction

In the context of promoting the construction of rural infrastructure projects and the implementation of the 19^th National Congress of the CPC"rural revitalization"strategy,investment in the construction of infrastructure projects in towns and villages has increased year by year.Jiangsu province has made progress in the supervision of the construction of infrastructure projects in existing villages since the high quality construction work cannot be carried out without effective supervision.However,there still exists problems like heavy front-line work with limited resources,few supervision channels,lack of feedback mechanism and low autonomy participation of rural residents.They are all affecting the supervision performance.The evaluation and optimization of supervision of rural infrastructure projects construction is an effective way to assess supervision performance of village construction,which is conducive to the effective allocation of the resources.This paper points to the perspective of performance evaluation,and the main research conclusions include the following aspects:（1）The background and present situation of the construction of the rural infrastructure projects are expounded,and the present situation and theoretical research on the supervision and practice of the construction of rural infrastructure projects at home and abroad are introduced.At the same time,the research perspective,research connotation,evaluation index and method of evaluating performance are clearly clarified.（2）The theoretical basis of the construction supervision of rural infrastructure projects and the theoretical basis of supervision performance are introduced,and the connotation and formation of the supervision performance are described.（3）The evaluation stage of the supervision performance of rural infrastructure projects is clarified.And supervision performance is divided into three dimensions:input of supervision resources,process of supervision,effect of supervision.Through the literature identification,the reliability and validity of the questionnaire survey,the supervision performance evaluation index system of the construction of rural infrastructure projects is formed.（4）The evaluation index system is transformed into the network structure of the ANP model,and the network relationship between indexes is analyzed.In this paper,the criterion of the ANP model is constructed and the matrix of the network element is judged,and the weight coefficient of each index is calculated.Finally,27 indexes are juged using satisfaction score,and the rationality of the evaluation model is proved by the empirical application.（5）Driving factors are analyzed on different aspects of three supervisory subjects:upper government,local government and rural organizations.Five viewpoints are summarized by using Q method to identify the factors in the interview.（6）Based on two specific case analysis,the main driving factors and their influence are identified.By comparing the input differences in different driving mode,the optimization direction of the supervision performance of rural infrastructure sonstruction is further analyzed.
