| The China-Laos railway is not only a significant part of the middle line of the TransAsian Railway,but also a strategic docking project of the Belt and Road Initiative and “a landlocked country to a land-linked country” of Laos.After established of the China-Laos railway,it will become an interconnecting economic artery and benefit to many countries and people.The China-Laos railway is scheduled to start operating in late 2021,but there are still few researches on the related operation management.Therefore,it is of positive significance to discuss the key issues of the operation and management of the China-Laos railway and maximize the utilization efficiency and demand matching of the railway transportation resources,to build the high-quality project of going global and the sustainable development of China-Laos railway.On the basis of summarizing and analyzing the previous researches,this paper mainly studies the following contents from the case of the China-Laos railway project:1.China-Laos railway are analyzed in terms of line trend,station properties,investment and financing mode and resources along the line.The significance of the four aspects of politics,economy,society and culture in the China-Laos railway is discussed.2.The available operation management modes of China-Laos railway operation management mode are introduced,and the factors that affect the choice of China-Laos railway operation management mode are analyzed.Based on this,the evaluation index system of the operation mode of China-Laos railway was pre-selected,and the pre selection index was screened by the transitive closure method.Then,the group decision making evaluation model based on fuzzy soft set was selected for China-Laos railway.The three operation management models are compared and the results of the comparison are analyzed thoroughly.It is recommended that China-Laos railway adopt the operation and management model of "joint operation and partial commission".3.The experience of domestic and foreign railway operation and maintenance systems were analyzed and summarized,and the operation and maintenance mode of the China-Laos railway was obtained.Then,three kinds of operation schemes for the China-Laos railway were built,compared and selected based on the information channel theory model.On this basis,the operation and maintenance organization of China-Laos railway was determined.Finally,combined with the functional requirements and operation and maintenance needs of each department of China Laos railway operation and maintenance organization,the operation and maintenance personnel allocation of China-Laos Railway Company is obtained.4.Analyzing the existing customs clearance mode and focusing on the application of the two customs clearance modes of “two checks in one place” and “two checks in two places”on China-Laos railway,the customs clearance mode applicable to the current stage of the China-Laos railway is drawn up.With the goal of improving the efficiency of customs clearance,the customs clearance measures for China-Laos railway passenger clearance and cargo clearance are put forward respectively,Secondly,the China-Laos railway international passenger intermodal transport market and the international cargo intermodal transport market were analyzed and discussed separately,and different transport market positionings were obtained.On this basis,the product design and marketing of China-Laos railway international passenger transport and product design and marketing of China Railway International Freight joint transport are carried out. |
