Research On Cost Management Of H Municipal Road Maintenance Project

With the continuous progress of urbanization in China,the construction of municipal infrastructure is closely related to the people’s sense of gain and happiness,and also brings huge social and economic benefits to the whole society.The cost management of municipal road maintenance project requires not only to make full use of the limited existing resources,but also to exert the function of maintenance project as much as possible.However,at present most of the municipal construction units do not have to adapt to the market economy competition,the cost management ideas and methods,in many parts of the municipal construction units still belongs to the local government,it is difficult to establish conforms to the relevant system of modern enterprise management concept,lack of awareness of the importance of cost management on the one hand,on the other hand also does not have effective cost management method.So how to control the cost of municipal road maintenance project under the current conditions is very important.Starting from the current municipal industry background,this paper firstly discusses the research content,purpose,significance and methods of this paper in detail,summarizes and expounds the research results of project cost management at home and abroad,and makes full reference to the advanced experience of domestic and European countries to determine the research direction of this paper.Firstly,the definition and classification of municipal road are clarified,and the characteristics of municipal road maintenance are introduced,such as timeliness,high investment,scientific,professional,preventive and mandatory,etc.In the daily maintenance of municipal road,four principles should be followed:comprehensive control,target management,dynamic control and conservation and environmental protection.Combined with the actual situation of H municipal road maintenance project,different theories and methods of road maintenance project cost management are introduced,including ABC classification,road preventive maintenance concept,whole life cycle cost management theory,value engineering theory,target cost method and other common cost management methods.In municipal road maintenance and road maintenance H description based on the use of earned value method to analyze project cost deviation,detailed analysis using the ABC analysis the road maintenance cost of the project,clear the cost share and the important degree,and analyzed the main influence factors of road maintenance project cost,It is concluded that there are problems in the cost management process of the road maintenance project at present,and the possible causes of the problems are discussed and analyzed.Then,with the problems and the causes of the problems,the current situation and problems of the cost management of the road maintenance project are clarified,including the cost management system is incomplete,the cost management concept is lagging,the maintenance machinery is generally low,and the inspection and maintenance information level is low.Finally,the countermeasures to improve the cost management are discussed in detail: improving the maintenance concept,scientifically formulating the maintenance plan,improving the mechanization and informatization of the maintenance inspection operation,strengthening the cost management and supervision,etc.In this paper,through the advanced theoretical experience to guide the practical road maintenance work,through improving the cost management method,reduce the cost expenditure,reduce the waste of resources,to ensure the orderly operation of municipal road maintenance project under the condition of controllable cost,complete the municipal maintenance project as scheduled,to achieve the due effect.
