The concept of "precise governance" originated from government public management and is an extension and supplement of enterprise "fine management".With the continuous division of social functions,the level of knowledge mastered by the government’s public management departments is no longer sufficient to meet the ever-increasing needs of the people,and social risks have risen sharply.In this context,government management theorists have proposed a brand-new risk management model,which is a "bottom-up" traceability management aimed at solving social problems and social contradictions,also known as"precise governance".Looking back at the level of corporate management most of the current engineering construction companies are still stuck in the previous "refined" management mode.Faced with complex project management issues,the "top-down" issue of orders is often decoupled from the actual project.To solve problems and prevent risks.How to draw on the successful experience of government public management and apply it to enterprise risk management is a question worth considering at the enterprise management level.This thesis aims to study the cost risk management of high-speed railway projects under the "precise governance" model.First,clarify the concept of "precise governance" and its connotation,explain the basic theory of risk management,and put forward the significance of this research.Secondly,this article takes S high-speed railway section 4 construction stage cost risk problem as the research object,and uses tools such as WBS work task decomposition and management problem library in "precise governance" to compare the characteristics of S high-speed railway section 4 project to refine risk factors and construct Project cost risk list.Then the risk factors in the list are evaluated quantitatively by experts,and then the AHP-fuzzy comprehensive evaluation method is used to evaluate the risk data,and the risk factors of the project and the overall risk evaluation are obtained.Based on the evaluation results,it lists the targeted treatment measures for various cost risk factors in the construction phase of the S high-speed railway section 4,and proposes the necessity of building a cost-accurate risk management information system.The research results of this article are a supplement to the research on cost risk management in the construction phase of high-speed rail projects,and also provide new ideas for the cost risk decision-making and disposal of S high-speed railway section 4 during the construction phase.
