High-speed railway has become the main transportation mode of modern transportation in China due to its characteristics of fast speed,high safety and large carrying capacity,and has a profound impact on the regional and industrial development pattern in China.With the further improvement of the high-speed railway network,the location conditions of network nodes are improved,and the resource elements are continuously gathered in the transportation hubs.At the same time,the improvement of high-speed railway network further expands the scope of market transactions,promotes regional division of labor and integration,and has a far-reaching impact on the improvement of China’s industrial system,regional division of labor,industrial structure adjustment and industrial agglomeration.With the continuous advance of China’s supply-side reform,China’s economic development has shifted from the pursuit of high-speed growth to high-quality growth,and the industrial structure has been constantly upgraded and optimized.In this process,the layout,agglomeration and division of labor of knowledge-intensive high-tech industries play an important role in regional economic development.Industry cluster based on related literature,this study in the construction of the high-speed railway network construction and theoretical framework for the high-tech industry agglomeration,namely high speed railway network construction significantly improve the accessibility of the city,and effectively reduces the foreign workers commuting time,improve the benefit of the capital,technology and talent agglomeration,and further expand the product transportation and sales radius.The construction of high-speed railway network promotes the agglomeration,division of labor and integration of China’s high-tech industry in geographical space.Based on the theory of the premise,this study based on 30 provincial capital cities in China(Tibet autonomous region has not been opened Lhasa high-speed railway,China unicom and other provincial capital city of the country’s geographical space still is given priority to with air,so the quantitative analysis in Lhasa except sample data)as the research object,to the provinces city high-tech industrial location entropy as a standard measure the level of industrial concentration,according to the numerical and Moran scatter plot of quantitative analysis of characteristics of high-tech industrial agglomeration.At the same time,in order to clarify the influence of expressway and aviation network construction on the agglomeration of high-tech industry,the density of highway network and aviation throughput were taken as control variables to reduce the endogeneity.Finally,based on the comparison of three-period spatial utility analysis model,the spatial measurement relationship between high-speed railway network construction and high-tech industrial agglomeration is quantitatively analyzed.The main conclusions are as follows:1)the high-speed railway network construction effectively improves the regional location conditions and improves the accessibility of provincial capitals on the whole,but there are differences in time and space;In general,before the financial crisis in 2008,China’s high-speed railway construction was mainly concentrated in the industrial developed areas,and there was no network structure.It was mainly point-to-point dedicated lines,such as guangzhou-shenzhen,guangzhou-beijing,shenyang-qinhuangdao,shijiazhuang and taiyuan.The period from 2009 to 2018 is a period of rapid development of China’s high-speed railway construction,the completion and improvement of the high-speed railway network,and the spatial agglomeration,division of labor and integration of China’s high-tech industries.The main performance is:China’s"four horizontal and four vertical" fast track construction and the completion of high-speed rail connectivity between the east,central,western and northeast China.2)the quantitative analysis of inter-provincial panel data shows that the spatial agglomeration of high-tech industries is closely related to the construction of high-speed railway network.High-speed rail network nodes at the provincial level is also the important concentration area of high-tech industries,but also high-quality talent,information technology,and market demand to gather the high-speed rail network nodes,high and new technology industries and high-tech talent market demand and other factors and form the space between,also constitutes the siphon effect of regional economic development.With high and new technology industrial output and industrial division of labor,is formed in large scale and large scale urban high-speed rail network node based on concentration,although small and medium-sized urban areas implemented a series of talents introduction of preferential policies and industry,due to the high speed railway network node is sparse,remains the industry and the talent of a depression.3)due to the overlapping geospatial effect of mutual promotion between high-speed railway network nodes,high-tech industrial agglomeration,talent accumulation,information technology and other factors as well as market demand,regional economic development and transformation also present typical "Matthew benefits".Under this background,the small and medium-sized urban development policy should comply with the economic development pattern,and form the division of labor cooperation,large-scale urban areas in small and medium-sized city unique natural,humanistic and cultural resources as the backing,with xi jinping,general secretary of the construction of ecological civilization of the guiding ideology as the core,the development in the service of large urban areas of the third industry,form a clear regional division of labor,rather than blindly introduce high-tech enterprises,is the only way to achieve the efficiency of investment and development,to achieve national level and regional level of economic take-off.
