| With the economic growth,the continuous progress of urbanization and the traditional way of life in rural areas,water pollution prevention and water resources protection in rural areas have always faced serious challenges.In 2016,the Party Central Committee and the State Council issued the "Opinions on the Comprehensive Implementation of the River Changer System",pointing out that the river leader system should be established nationwide by the end of 2018.At present,more than 30 provinces across the country have successively established the He Chang Office and gradually implemented the He Zhang system.Jinhu County also actively responded to the call of the higher-level government to fully implement the river captain system throughout the county in 2017,and all regions of the county have established a river captain organization system to effectively carry out various tasks for the river captain system.At the same time,the existing literature is mainly developed from the implementation status,existing problems and countermeasures of the river system,rarely analyzed from the perspective of stakeholders,and the research on the implementation effect is also lacking.From the perspective of stakeholders,this paper studies the effect of river system implementation,and analyzes the problems and reasons in the implementation of the policy,which not only has important significance for promoting the governance of rural water environment,but also adds stakeholders interest for academic research.The research perspective enriches the research content of the existing river system.This article takes Jinhu County,"Small River South of Subei" as an example,and conducts field surveys and in-depth interviews with the staff of the He Zhang Office,village-level river leaders and villagers involved in the implementation of the river system in Jinhu County from the perspective of stakeholders,Conducted an in-depth analysis of the implementation status and implementation effects of policies at the township and village levels,and found the reasons for the differences in implementation effects of townships and villages;using cases and empirical methods to analyze the satisfaction of villagers with the overall implementation effect of the policy and explore Factors that affect the satisfaction of villagers with the implementation of policies.In addition,the problems and reasons in the implementation of the river system were analyzed from the perspective of three stakeholders:government,village,and villager,which provided a direction for improving the policy.According to the evaluation and analysis of the policy implementation effects of relevant stakeholders involved in the policy,the following conclusions can be drawn:First,through the evaluation and analysis of the policy implementation effects of different stakeholders,the water environment improvement work in Jinhu County has achieved good results.However,there are differences in implementation effects between different towns and villages.In addition,in the empirical analysis,variables such as whether there is a river head in the family,the relationship with the river head,whether they live near the river channel,and the effect of policy publicity have a significant impact on the satisfaction of the overall implementation effect of the policy,especially the effect of policy publicity.Satisfaction at different levels of policy implementation has a significant impact.Secondly,the staffing status of the town(street)river head office,the execution strength of the leaders and work experience affect the implementation effect of the township-level river head system.The implementation effect of the village-level policy is not only related to the attention and execution of the superior leadership It is also related to the village’s water environment,village-level river captain’s ability to execute,and policy publicity.Through the case analysis of typical villagers,we can know that villagers’ evaluation of policies is mostly based on their own interests and policy cognition.In addition,in the implementation process of the policy,there are also problems such as lack of professional staff,lack of special rectification funds,deviations in the implementation capabilities of river leaders at all levels,insufficient policy publicity,and low participation of villagers.Based on the results of the study,the following recommendations are made:increase local government investment in special funds for rural river improvement,and township governments should also seek to raise funds for environmental improvement;improve local laws and regulations,and at the same time improve the environmental protection reward and punishment mechanism;optimize staffing and learn to manage water and water management Experience,improve the professionalism of the staff;actively carry out training activities,improve the understanding and attention of the river chief on the content of the policy,strengthen the ability of the river chief to implement the policy;increase publicity and increase the participation of villagers in water environment governance. |
