Research On The Planning Path Of ’Multi Planning Integration’

In December 2015,the central government held another urban work conference for 37 years,putting forward new requirements for the development of cities and counties in China in the future,which also marked that China’s planning system will enter an important period of innovative development.This paper mainly studies the planning of "integration of multiple regulations" in the central urban area of zigong city from the perspective of government control.Zigong as one of the old industrial transformation and upgrading of twelve pilot city,based on the "rules" led to industry planning as a whole,suitable for the development of old industrial cities planning results,and can make up the system of zigong city center planning board on the level of government control and operation,can in planning and tracking management executive level for more precise security.In this paper,by studying the theoretical basis for system at home and abroad as well as the typical example,adopt the method of combining quantitative analysis and qualitative analysis,using professional software accurate statistical analysis,and compared with the method of comparative analysis and other research methods,fully integrated into the planning guide theory,and the theory of diversity planning theory,then analysis the necessity of planning of the unity of many rules and path to construct,study and establish the planning of the implementation of the safeguard mechanism,strive to solve the insufficient preparation of main body of a single coordinate linkage,prepare technical planning system is not sound,planning control,content pertinence is not strong,The system cycle is too long to guide the limited timeliness and other problems,which has practical significance of reference and operation.Through the research,the following conclusions are drawn.The first is to determine the main idea of the "integration of rules and regulations" in the central urban area of Zigong city,that is,to coordinate the development strategic positioning of ’integration of rules and regulations’in the central urban area,to formulate the development goal of ’integration of rules and regulations’ in the central urban area,to optimize the functions and responsibilities of municipal departments and to determine the upper planning of leadership.The second is to determine the programming path of the "integration of multiple regulations" in the central urban area,that is,to determine the functional zoning of the central urban area,to classify and sort out the "multiple regulations",to delimit the "multiple lines" control system of the central urban area and to establish the "one blueprint" of the central urban area.Three is to determine the zigong city center "more rules and planning of the batch after the implementation of control safeguard mechanism,the leading group,planning and implementation of security set up mainly by the Zigong city and countryside in the charge of the planning committee,the relevant functional departments cooperate collaboration,to achieve clear clear administrative subject,control object,the core of the "blueprint "run unobstructed.
