As an important policy tool for curbing urban sprawl and optimizing urban spatial layout,urban development boundary is the core content of territorial spatial planning.At present,under the premise that the total index of construction land in the city(county)region is assigned by the superior planning and strictly controlled,the reasonable allocation of the scale of urban construction is the basis for improving the spatial benefits of regional towns and cities and promoting the intensive utilization of land resources in the city(county)region.In the past,researches on urban development boundary mostly focused on individual urban development,while analysis on spatial benefits mostly focused on economic benefits,which has been unable to meet the diverse demands of Chinese cities and towns for ecological civilization construction,healthy economic development,and social fairness and justice.Therefore,this paper provides new ideas and methods for demarcation of urban development boundary by establishing multiple performance evaluation system,scientifically analyzing urban spatial development potential,rationally allocating urban construction land index,and optimizing urban spatial form.The specific content is as follows:One is to carry out theoretical research.This paper analyzes the purpose and significance of demarcation of urban development boundary based on multiple performance evaluation system from the background of urban development status and territorial spatial planning in China.The basic ideas,technical methods and main contents of this paper are put forward by combing relevant theories and practical researches at home and abroad.Second,the establishment of multiple performance evaluation system.Based on the theory of location-competitive lease,the theory of diminishing land return,and the theory of spatial dynamic growth mechanism,this paper determines the multiple performance evaluation index system from the perspectives of economic performance,ecological performance,social performance and land use performance,establishes the model of urban spatial growth potential,and lays the foundation for the indicator allocation of construction land.The third is to put forward the method of delimiting the boundary of urban development.The boundary of urban development is divided into the boundary of urban scale and the boundary of urban form.Based on the analysis of urban space growth potential,the scale of urban space can be reasonably predicted.Based on the analysis of the driving mechanism of urban spatial development,the pattern of urban spatial growth should be scientifically judged.From the two dimensions of "quantity" and "form",the boundary of urban development and its internal spatial organization are determined.Fourthly,Fusong county is taken as an example to carry out empirical research.Through multiple performance evaluation,the development potential of each town in Fusong county was analyzed,the index distribution coefficient of construction land was calculated,and the scale of construction land in each town was determined scientifically with the traditional prediction of town size as the check.On this basis,taking into account the growth trend of urban spatial forms,we should reasonably plan the concentrated construction areas,coordinate ecological and infrastructure space,reserve flexible construction land,and scientifically delimit the development boundaries of cities and towns within the county.This study adopts multiple performance evaluation,which makes the evaluation elements change from single to multiple,avoiding one-sidedness judgment based on single element analysis.Instead of the traditional way of researching and developing the boundaries of individual towns,the urban spatial growth potential model is used to optimize the layout of construction land and improve the overall urban spatial efficiency within the scope of city(county).At the same time,this paper puts forward the method of delimiting the boundary of urban development from the two aspects of "index allocation" and "form judgment",which provides a new method and thought for the delimiting of the boundary of urban development in China.
