Research On UGB Delineation Method Based On Urban PREE System Evaluation

In the process of rapid urbanization in China,the Urban Growth Boundary(hereinafter referred to as "UGB")as an effective means and policy tool,which can solute vigorous development demand and saturation of the contradiction between resources and environment.It is reasonable to guide urban space development,constraint unnecessary land expansion,protect cultivated land resources and biodiversity.UGB match with a series national policies such as land resources saving,compact urban space,low carbon cities.Gradually,the UGB has been paid more attention in national policy level of the 13 th five-year plan.The introduction of UGB theory in China is relatively late,and the emphasis on UGB theory is different.This article obtains from the UGB defined methods,summarized the existing land adaptability evaluation of qualitative method and quantitative method with spatial dynamic model,which ignores the urban space with systematic,pluralistic,coordination complex characteristics.Introduce the concept of UGB to small towns at the same time,focus on the plight of small towns in the subject of the present stage our country urbanization space to expand,and keep the reasonable spatial structure of small towns,ensuring ecological security,the formation of UGB management mechanism,and finally to guide the space provides Suggestions for the sustainable development of small towns.In this paper,which introduce the PREE system theory,and explore its integration with the theory of UGB,and use the PREE system evaluation to divide UGB.It provides a new reference for the traditional UGB demarcation method and draw the following conclusions.Firstly,the paper thoroughly discusses the necessity,relevance and adaptability of PREE system theory and the theory of UGB.The necessity is PREE system is the summary of urban complex giant system,"the population-resources-environment-economy" the interaction between each system to promote the development of the urban society and the expansion of the space.The correlation of urban system and the conjugate relation of city space,the manifestation of PREE system and conjugate UGB,so PREE system's influence on the urban space expansion,directly affect the UGB designated.The adaption performance is to find the intersection point of PREE system evaluation and UGB demarcation,which is to identify the potential area of urban space expansion,and establish the technical route under the cross frame.Secondly,the paper try to establish a mathematical model based on evaluation of UGB delimit the PREE system,mainly using the coupling coordination degree model,constructs the urban and rural construction land with the land for construction purposes of parallel model,and consider from the social economy and natural resources,realize the rigidity and elasticity of UGB integrated type.At the same time,identify stock of incremental growth space and growth space of the urban space,to achieve external control land scale,internal promotion land intensive.Thirdly,the thesis tries to shift UGB focus from large and medium-sized cities to small towns,and validated with Shi Bantan of Chengdu improved UGB delimit the method is feasible,at the same time puts forward the UGB effect on development of the construction of small towns.The research shows that the UGB demarcation method based on PREE system evaluation is basically feasible,and the rigid and elastic UGB boundary of SLATE beach is preliminarily demarcated,and Suggestions are put forward for the development of the town and town in the town.
