| Bidding for construction projects is an important link in the practice of construction project management.Its purpose is to maintain the order of the construction project market,promote benign and fair competition,and safeguard the legitimate rights and interests of each participant in the project.However,some bidders of construction projects,driven by their own interests,will adopt some improper behaviors that damage the interests of other parties to improve the possibility of winning the bid,such as bid-collusion behavior.This kind of behavior has a negative impact on the expected results of bidding activities,the smooth implementation of project development and the legitimate rights and interests of all parties involved in the construction.However,in practice,collusion behavior has a strong concealment,there is no objective,quantifiable,unified determination of the way,which has caused great difficulties in the identification of bid-rigging behavior.According to relevant normative documents,"abnormal similarity of bidding texts" is one of the judgment rules for collusion behavior.However,there is no industry standard or universally recognized standard for what method to calculate text similarity and what degree of text similarity can be determined as "abnormal similarity".Therefore,it is of great significance to study the determination method of bid-rigging behavior.In view of this situation,this paper proposes a text similarity judgment method based on N-gram algorithm model.First of all,this paper summarizes the development history of construction bidding transaction mode and related laws and norms,analyzes the characteristics and judgment rules of bid-rigging behavior,and determines the use of text similarity to determine the collusion behavior.Secondly,aiming at the calculation and judgment of text similarity,this paper proposes a text similarity judgment method based on N-gram algorithm model.The technical standard text in the bidding documents is transformed into N-gram set,and the text similarity value of the corresponding bidding documents is obtained by using appropriate methods to calculate the N-gram set.The whole calculation process is written by Python program and completed automatically by computer.Finally,through the similarity calculation of 229 groups of bidding texts of a real estate development company in a certain city in 2019,and the statistical analysis of the results,the paper proposes a quantitative judgment standard for the preliminary identification of collusion behavior by using text similarity.In conclusion,the text similarity determination method proposed in this paper can be used as an auxiliary tool to effectively help bid evaluators to preliminarily screen out bidders suspected of collusion and improve the efficiency and quality of bid evaluation work. |
