Research On Selection Of Project Bidding Agency Based On Historical Data

As an important service organization in the process of bidding and tendring,engineering bidding agency is of great significance to ensuring the legitimacy of bidding and tendring activities,improving the income of the tenderee’s investment,and promoting the fairness and justice of bidding and tendring activities.Due to the lack of relevant policies and the tenderee’s experience,the tenderee is prone to adverse selection in the process of selecting project bidding agencies,which leads to the selection of bidding agencies do not have the corresponding ability and affects the normal bidding activities.Therefore,the tenderee should pay more attention to the selection of project bidding agency.This paper takes the engineering tendering agency as the research object.Its main purpose is to extract the ability requirements of the tenderer to the engineering tendering agency through text mining of historical text data.On this basis,a scientific and reasonable selection model of engineering tendering agency is constructed.First of all,through the domestic and foreign engineering consulting service enterprise selection,the application of historical data related research results are summarized,engineering bidding agency work content,capacity needs,selection characteristics and other relevant concepts are explained,analysis of the engineering bidding agency selection dimensions.Secondly,the use of text mining to analyze historical tender announcement data,extract the tenderer when the choice of project bidding agency capacity requirements and combined with the nature of the project bidding agency,to build the foundation contains quality,team ability,credit level,institutions offer four dimensions the choice of a total of 21 indicators index system,and through two rounds of questionnaire investigation to verify the rationality of the index system.Thirdly,a project bidding agency selection model combining the optimal and the worst method with the fuzzy comprehensive evaluation method is established.The optimal and the worst method is selected as the weighting method of the index system,and the fuzzy comprehensive evaluation method is used to select the project bidding agency,and a detailed index scoring standard is formulated based on the relevant research results.Finally,the model is used to select the project bidding agency of a real estate development project in gaochun district,nanjing city,and the results of the model are analyzed to provide selection Suggestions to the tenderer,which verifies the rationality and feasibility of the selection model of the project bidding agency.
