Research On Performance Evaluation Of Construction Contrator By Shenzhen Municipal Government Engineering

Public sector construction funds come from state financial funds,which aim to meet the public’s needs for infrastructure and public services,and play an important role in the national political,economic and social development.Since2004,as a specialized public works management organization of the Shenzhen Municipal Government,the Bureau of Public Works of Shenzhen Municipality has begun to perform contract evaluation on contractors.The evaluation can basically,fully and truly reflect the performance of the contractor.It also can regulate and guide the contractor to completing the contract faithfully and seriously.However,there have some problems while conducting the progress.This article analyzes the existing problems and deficiencies of the performance evaluation on the contractors of the Bureau of Public Works of Shenzhen Municipality,and then accordingly proposes problem-and-goal-oriented ideas of optimizing and improving.The research methods used in this article mainly include literature research,brainstorming,questionnaire,analytic hierarchy process(AHP)and so on.Through literature analyzing,the article summarizes the current research state at home and abroad and complete the relevant performance evaluation indicators.By experts brainstorming and summarizing all the experience of the Bureau,performance evaluation index system is constructed.By questionnaire,the views of all kinds of managers on the importance of each evaluation indicator are collected.The weight of each evaluation indicator is scientifically determined by mathematical methods and AHP.The latest literature results with the existing construction performance evaluation system of the Bureau are combined to build a contractor evaluation index system.By making use of the AHP,the weight of each evaluation indicator is scientifically determined.Grade scoring of each indicator is set up depending on the data acquisition method,in which the score deduction is formulated for particularly serious misconducts or wildly-influential accidents or malfunction.Finally,the effectiveness of the research results is verified by the actual case application test.The research results in this paper have improved the scientificity of the construction of the performance evaluation system,the selection of indicators.The current level of performance evaluation work of the Municipal Engineering Department has contributed to controlling and managing the performance of construction contractors,helping government projects achieve high-quality development,providing reference and solutions for other government engineering construction management agencies,enhanced the timeliness and dynamics of evaluations,comprehensively improved the level of the existing performance evaluation work of the Municipal Engineering Department.In order to control and manage the performance of construction contractors,it has contributed to the high-quality development of government projects,and also provided references and solutions for other government engineering construction management agencies.
