Study On Information Construction Of Waterway In Heilongjiang Province

As a public goods,waterway is an important infrastructure in the water transportation system.Compared with other transportation modes,inland water transportation has the advantages of large transportation capacity,small energy consumption and less pollution,which plays an impo rtant role in the comprehensive transportation system.At present,China is vigorously advocating the construction of information technology for inland water transportation,and taking digital channel and intelligent shipping as the development goal.At th e same time,e-government,as an information product,has become one of the important ways of government management,and also one of the important ways for the government to realize the function transformation.Based on the theoretical knowledge of e-government and e-government,this paper analyzes the connotation of information waterway.By means of field investigation,cases analysis and literature research,this paper expounds the current situation of information waterway construction in Heilongjiang Province,and points out that there are such phenomena as information isolated island,lack of top-level design of information waterway and shortage of information technology professionals.Based on the E-public service theory,government governance theory and technology acceptance model,this paper puts forward the strategy of e-government optimization and management mode reform by constructing information channel management platform in Heilongjiang Province.According to the particularity of Waterway Managem ent in Heilongjiang Province,this paper puts forward the basic idea,construction objectives and operation mechanism of information waterway construction.The core idea is to optimize the management process by means of information sharing,establish the management organization structure of the new system mode,and clarify the subordinate relationship between the management department and the relevant units under the new mode.Through the comprehensive popularization of information waterway management syste m in daily waterway management business,the purpose of refining business and improving efficiency is achieved.In order to ensure the normal operation of the new management platform based on the information sharing framework,this paper analyzes the main process of the new management mode from the aspects of government leading mechanism,information waterway system operation and personnel training.That is,under the guidance of the government and in cooperation with scientific research institutions,a scientific and intelligent information waterway management system,a visual command and dispatching,decision-making support system and a comprehensive information service platform will be established.Realize the timely,dynamic and accurate monitoring,mana gement and service for the whole area and process of inland waterway,lock and ship.Finally,based on the advanced experience at home and abroad,this paper puts forward some suggestions on the operation standard,supervision system,resource allocation,capital guarantee,maintenance and update,and personnel training of the information waterway system,aiming to promote the healthy and sustainable development of the informatization waterway management mode of Heilongjiang Province through the research on the informatization waterway construction strategy of Heilongjiang Province,which is also the relevant functional department improve the efficiency of e-government office and service quality to provide some reference guidance.
