Study On The Influencing Factors And Strategy Of Delayed Of Completion Settlement Schedule Of Metro Construction Contract

The delayed settlement of subway construction projects leads to the failure of contractors to collect the reserved funds in time,which increases the financial pressure of contractors.Improving the efficiency of completion settlement can not only relieve the pressure on contractors’ funds,but also enable contractors to return funds as soon as possible,pay off the arrears with subcontractors and materials parties,and reduce legal disputes.At the same time,it can reflect the actual construction cost of the project as soon as possible,so that the employers later stage of similar projects to control investment.Based on the investigation of the contractors and employers,this paper finds that the lag in the completion settlement of the subway construction contract mainly reflects the lag in the completion settlement data reported by the contractors and the lag in the completion settlement data reviewed by the employers.At the same time,the lag in completion settlement also leads to the delay in the return of retained funds,the increase in project management fees and the increase in legal disputes.The insufficient attention paid by contractors and employers to the lag of completion settlement aggravates the lag of completion settlement.Then,the factors affecting completion settlement are identified through literature analysis,and the contractors and employers are surveyed and interviewed according to the identified factors,and the questionnaire and interview data are processed by factor analysis method,so as to obtain the key factors affecting the lag of completion settlement of contractors.The key influencing factors mainly fall into the following nine categories,namely,contractor’s contract management issues,alteration of project visa,complexity of data review process,contract clause dispute,preliminary work dispute,management turnover,data management issues,bidding stage problem and the low quality of settlement audit personnel.Finally,taking the completion settlement of project A as an example,this paper proposes corresponding solutions and suggestions from the perspectives of government departments,contractors and employers to improve the completion settlement efficiency of the subway project.It is hoped that this study can provide reference for subway contractors to promote completion settlement and bring good economic benefits to them.
