Abstract/Summary:
With the continuous progress of China’s society,in order to meet the people’s demand for higher quality public services,the party and the government have vigorously promoted the restructuring of public institutions.Faced with the objective demand of marketization,these units should be transformed into enterprises that meet the requirements of economic and social development and the law of talent growth.As a financial institution in urgent need of restructuring,the S Highway Management Office is among them.In order to promote the development of Heilongjiang Province,our province has formed seven provincial-level industrial investment groups,of which the Heilongjiang Transportation Investment Group was unveiled and established on January 20,2019;on January 24,the Heilongjiang Provincial Department of Transportation officialy transferred 21 first-level enterprises and 73 second-level and third-level enterprises to the Heilongjiang Transportation Investment Group.The second-level enterprise which the S Highway Management Office belonging to,Heilongjiang Provincial Traffic Expressway Operation Management Co.,Ltd.was incorporated in May 2019,and then completed the registration of 14 branches.S Highway Management Office is in early transition,suck like other old institutions,the long-term system of internal management environment has caused a series of management issues,the lack of science in human resources management mechanism,a serious shortage of emphasis for employee motivation,employees work efficiency is low,depressed mood,work increasingly their negative emotions,if the status quo is not changed,it will cause great difficulties for the following enterprise human resource management.Therefore,the focus of this paper is to study and optimize the original employee incentive mechanism of S Highway Management Office,and establish a new employee incentive mechanism suitable for the development of the company.The author based on the relevant theory of motivation,the unit of existing staff incentive mechanism is analyzed,the existing staff,the implementation of incentive mechanism,and by reference to the literature,questionnaire survey and in-depth interviews and other methods,finding out the unit the existing disadvantages of the current employee incentive mechanism: the incentive form is single,assessment and incentive system is not sound,the promotion space is little,lack of fairness,lack of training motivation,lack of humanistic care.Depth analyzed the reasons based on the above problems,and established the employee incentive mechanism optimization ideas,according to the problems put forward the corresponding optimization strategy: from the salary,promotion,training,performance and spiritual five incentive measures,promote the staff incentive system construction,finally put forward safeguard measure s,optimized S Highway Management Office staff incentive mechanism.Ensure the rationality of the optimization strategy and obtain strong support to achieve the target effect,so as to expect the improvement and promotion of the overall employee incentive effect of the company.
