The Spatial-temporal Variations And Planning Reflection Of The Industrial Development In Huizhou

The shrinkage of manufacturing industry is a severe challenge to China’s macro-economic development in recent years,and the protection of manufacturing space has become an important goal of land space planning.The national macro strategy vigorously promotes the implementation of China’s strategic plan of manufacturing power,and pays close attention to the development of real economy based on manufacturing industry.Guangdong Province has also issued local policies to encourage cities to delimit the protection line of industrial land and guarantee the land for key manufacturing projects by means of spatial planning.Industrial development plays an important role in Huizhou’s macro-economy.However,in recent years,it has been affected by the industrial and residential Spillovers of the core cities in the Pearl River Delta.On the one hand,the economic structure has squeezed the development of industrial industry.On the other hand,it has conflicts with the industrial function layout.It is urgent to solve the problems through the means of planning and control,or to reflect on the existing planning and control means.Therefore,this study has the urgency of practice,and provides theoretical exploration for the sustainable manufacturing development mode of the peripheral cities of urban agglomeration.Based on the case study of industrial spatial planning at home and abroad,this study uses multi-source data such as urban land use data,industrial enterprise spatial data,and statistical data for long-term statistical analysis and spatial evolution analysis Based on the characteristics of industrial enterprises’ spatial agglomeration and the industrial efficiency of industrial land,this paper outlines the leading influencing factors of Huizhou’s industrial development,and reflects on the fit of relevant planning to the law of industrial development,Suggestions are put forward on the planning response of industrial development and the planning strategy of sustainable manufacturing development.Firstly,based on the statistical data of the economic development of the bay city and Huizhou in recent 30 years,this paper analyzes the development process of Huizhou’s industrial industry according to the hierarchical order of industry manufacturing advanced manufacturing,and divides the development process of Huizhou’s industry into four stages,in which Huizhou’s industrial structure is adjusted,and the industrial agglomeration area is reconstructed,At the same time,it is found that industry,especially advanced manufacturing industry,is the driving force of urban economic development,but the growth is weak.Secondly,from the perspective of urban land use of industrial bearing space,through the analysis of urban land use data of Huizhou City from 2011 to 2018,it is found that the industrial land layout of Huizhou City presents the characteristics of High-tech Zone agglomeration,Linshen plot and scattered peripheral districts and counties,and the trend of inefficient expansion in industrial land scale growth and utilization efficiency is obvious.Thirdly,in terms of the actual spatial agglomeration of industrial enterprise development,through the analysis of the spatial evolution of Huizhou Industrial enterprise database from1998 to 2015 and 2017 to 2018,three types and ten industrial agglomeration areas are identified,and their development stages are described In terms of innovation capability,it depicts the spatial evolution process of Huizhou manufacturing industry from the core circle to the external circle.Finally,it comprehensively summarizes the three leading factors of Huizhou Industrial Development,including the adjustment of administrative divisions,national policy investment and regional location factors.Through the reflection on the implementation and compilation rationality of industrial control line and other related planning,it is found that Huizhou has insufficient response to the positive planning of industrial transfer and residential spillover in the core area.This paper proposes that in terms of development planning and spatial strategy,Huizhou should develop regional logistics through the construction of regional transportation infrastructure,the use of ports and other core transportation facilities,strengthen the location advantages of the peripheral cities of its urban agglomeration,do a good job in the reasonable protection of industrial land,and build a healthy and sustainable manufacturing industrial system by guiding the manufacturing cooperation mechanism.
