Based on "Made in China 2025" and "Outline of Building a Powerful Country in Transportation" issued by the CPC Central Committee and the State Council in 2019,this paper puts forward the strategic requirements of "improving the level of resource reuse and recycling,and promoting the development of transportation resource recycling industry",analyzes the problems readily available in the production process of existing traditional asphaltum mixture mixing plant and the relationship between the maladjustment root and the overall arrangement scheme of the factory,and puts forward the asphalt mixture that conforms to "factory,garden,automatize,eco-friendly and energy-efficient "This paper mainly analyzes how to combine the existing single facilities and equipment,and then form a set of multi-stage space-time layout scheme of recycled mixture factory which can not only meet the production requirements,but also bring higher social and economic benefits.In the first stage of layout,firstly,the logistics correlation between functional areas in RAP(Reclaimed Asphalt Pavement)regeneration plant is analyzed,and SNA method is introduced to improve the traditional SLP method,eliminate its subjective factors,and get the initial layout scheme to meet the productivity;In the second stage layout,the layout optimization model of RAP regeneration plant is constructed,the actual transportation distance between functional areas is constrained,obstacle avoidance measures are adopted,and the model is solved by GA-SA algorithm to obtain the second stage plane optimization layout;In the third stage,the RAP regeneration plant is laid out in space.By analyzing the facade relationship among functional areas,three types of facade layout schemes are formed: presentation layout,semi-sinking layout and sinking layout.The Flex Sim simulation software is used to simulate the real production process of three kinds of facade layout,and get the utilization of various facilities and equipment.The evaluation index system of RAP regeneration plant layout is constructed based on the three-stage layout goal achievement degree.ISM model is introduced to judge the mutual influence degree of each index.ANP method and entropy weight method are used to comprehensively weight the index system.finally,TOPSIS method is used to comprehensively evaluate the goal achievement degree of RAP regeneration plant layout plan.Through the three-stage scheme layout and evaluation research,this paper selects the submerged layout scheme as the optimal layout scheme,which is positioned to solve the environmental problems caused by "three wastes" in the production process of traditional asphalt mixture mixing stations,and strive to achieve the general goal of industrialized,intelligent and clean asphalt mixture production,which meets the general requirements of "carbon peak" in 2030 and "carbon neutrality" in 2060 put forward by President Xi Jinping at the 12 th meeting of BRICS leaders.It is in line with the basic policy of establishing a sound green and low-carbon circular development economic system in China,and provides a certain reference for the layout and evaluation of related factory projects in the future.
