All kinds of projects invested by the government have always been the focus of people’s attention,it bears on people’s wellbeing and social stability and development.Especially the construction of municipal roads,not only to meet the people’s increasing travel,but also related to the life of urban residents and the quality of the environment,the healthy development of the economy has an important significance.With the development of society,the investment scale of municipal road is getting larger and larger,and the technical difficulty level is constantly increasing.Because of the particularity of municipal road location,the construction period has higher requirements,which makes the municipal road engineering in the implementation process there are variability,uncertainty and challenge.At the same time,the construction of municipal road involves various aspects,such as expropriation,removal and obstacle removal,procedures handling and bidding,etc.,which is comprehensive,complex and risky.Therefore,in the municipal road engineering construction,through the use of risk identification and risk judgment,reasonable and effective prediction,prevention,control,avoid risk,can be more efficient use of financial construction funds.In this paper,the east road of power plant is taken as the research object to study the cost risk of municipal road engineering.First,the relevant concepts of engineering cost,municipal road and risk are introduced,and the relevant theories of municipal road construction cost composition and classification and municipal road risk management are explained in detail,and the risk management theory of municipal road engineering cost is drawn out.The second is to identify the risk factors in each stage of the municipal road engineering cost through the Delphi method,collect the experts’ judgment opinions,constantly feedback and modify the experts’ opinions,and finally determine the risk list,and analyze the characteristics of each risk factor in detail,to provide a basis for the following case analysis.The third is to introduce the basic situation of the cost of the east road of the power plant and use AHP and FCE to identify and evaluate the risk of the east road of the power plant.The risk factors are compared and scored in pairs,the judgment matrix is constructed and a series of operations are carried out.The consistency and reliability of the judgment matrix are determined first,and the risk size of the risk factors is sorted.The cost risk of each stage of the municipal engineering is systematically identified and studied.The fourth is to analyze the cost problem of the east road of the power plant,explore the reasons behind it,and put forward five specific management methods and measures to avoid the cost risk.Fifth,it puts forward to use dynamic risk management in the process of implementing the east road of power plant and introduce the theory of dynamic risk management into the risk control of municipal engineering projects invested by the government in the future.This dynamic risk management method is applied to the implementation of the east road of the power plant,and a good effect is obtained.Through the study of the east road project of power plant,it is found that,first,in the risk management of municipal road cost,the analytic hierarchy process and fuzzy comprehensive evaluation method are used to establish the risk evaluation model,which can identify and quantify the risk factors.Second,through the municipal road cost management risk management,can effectively use the financial funds,give full play to the benefits of financial funds,to provide protection for high-quality development.Finally,for risk factors put forward a detailed risk response strategy,for the future of Chefoo district municipal road construction cost risk management to provide theoretical and method for reference.
